Request for Quotation (RFQ) – Procurement of IT Hardware and Related Operational Equipment for the Public Health Emergency Operations Centre of the National Agency for Public Health
Palladium International LLC, USA, through the Meeting Targets and Maintaining Epidemic Control (EpiC) Project funded by the U.S. Department of State, invites eligible and qualified suppliers to submit quotations for the procurement of IT hardware and operational equipment for the Public Health Emergency Operations Centre (PHEOC) under the National Agency for Public Health (NAPH) of the Republic of Moldova.

Scope of Procurement
The selected vendor will be responsible for the supply and delivery of new, unused, and internationally compliant IT hardware and operational equipment, including but not limited to:
- Standard laptops
- Advanced/high-performance laptops
- Docking stations
- Large curved monitors
- Wireless keyboards and mouse sets
- Webcams
- Headsets with microphones
- External hard drives
- Laptop briefcases and accessories

Delivery and Warranty Requirements
- Delivery location: National Agency for Public Health (NAPH), 67A Gheorghe Asachi Street, Chisinau, Republic of Moldova.
- Delivery must be completed within a maximum of 14 calendar days from Purchase Order issuance.
- All transportation, shipping, packaging, and delivery costs must be included in the financial proposal.
- All supplied equipment must include a minimum warranty period of 24 months.
- Palladium and NAPH representatives will conduct inspection and acceptance upon delivery.
Submission Requirements
Interested offerors must submit:
- Detailed financial proposal with unit prices and total prices;
- Prices excluding VAT, VAT amount, and prices including VAT;
- Confirmation of availability of the proposed equipment;
- Proposed delivery timeline;
- Company registration certificate or equivalent legal documentation;
- Company profile and description of relevant business activities;
- Bank details for payments in USD and MDL;
- At least one reference demonstrating previous similar supplies.
Payment and VAT Information
Payments are expected to be made either:
- in U.S. Dollars (USD) through international bank transfer from the USA; or
- in Moldovan Lei (MDL) through the Palladium Branch in Chisinau, at the official exchange rate of the National Bank of Moldova on the date of payment.
Please note that procurements conducted through the Palladium Branch in Chisinau may qualify for VAT exemption, in accordance with Annex 1 of Government Decision No. 246/2010, under which the EpiC Project benefits from VAT exemption status in the Republic of Moldova.
Evaluation Criteria
Offers will be evaluated according to the following criteria:
- Company profile and legal registration – 10%
- Technical compliance, capabilities, and delivery timeline – 40%
- Financial proposal / price – 50%
Palladium reserves the right to accept or reject any quotation, negotiate with selected offerors, or cancel the procurement process without contract award.
