AO “Gender-Centru” has received from the International Development Association and the International Bank for Reconstruction and Development, part of the „World Bank Group”, a grant to finance the project “Women’s Empowerment through Gender-Based Violence Response Services” (WEGS), approved under Agreement No. TC0C8205 of 28 May 2025, and intends to use part of these funds to contract a qualified software company to conduct discovery, propose the functional scope, design, build, test, deploy and support a secure case management platform for the organization.

The WEGS project is implemented by AO “Gender-Centru” in partnership with AVE Copiii and other national stakeholders and proposes a pilot model that provides integrated, survivor-centered services in four target regions of Moldova: Chișinău, Bălți, Cahul, and Ștefan Vodă. The WEGS’ objective is to improve access to specialized and integrated services for survivors of gender-based violence (GBV) and to support their economic empowerment, while strengthening the capacity of government institutions and NGOs to effectively respond to GBV in the targeted communities of the Republic of Moldova.

The consulting services (“the Services”) refers to selection of a qualified software company to conduct discovery, propose the functional scope, design, build, test, deploy and support a secure case management platform for the organization.

The Consultant will provide the services and provide the documents and reports described in Terms of Reference.

The services are estimated to be performed during up to 4 (four) months, with warranty support to be provided until 1 December 2029.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

Terms of Reference (TOR):

In this respect, AO “Gender-Centru” invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 edition (“the Regulations”), setting forth the World Bank’s policy on conflict of interest and consulting services. 

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria:

• general qualifications - 30 points

Consultants shall provide information regarding the general profile and operational capacity of the firm/association/joint venture, including:

• core business activities and years of operation; 
• legal status, country of registration, address and contact details; 
• organizational structure and operational presence; 
• summary of the firm’s technical and financial capacity relevant to the assignment, including information about experience in providing software development, implementation, maintenance and support services; 
• capacity to provide implementation and user support services in Romanian and ensure operational responsiveness for users based in the Republic of Moldova. 

The Consultant shall demonstrate financial stability and sufficient operational capacity to maintain, support and operate the system without interruption until at least 1 December 2029.

• specific experience - 40 points

Consultants shall provide information demonstrating relevant experience in assignments similar to the present Terms of Reference, including:

• development and implementation of secure web-based information systems; 
• experience with systems involving case management, service management, health or social services, legal aid, safeguarding, protection or similarly sensitive operational workflows; 
• experience from assignments involving personal, confidential, health, legal, survivor, beneficiary, child protection or comparable sensitive data environments; 
• experience in implementing secure systems with role-based access control (RBAC), audit logs, encryption, backup systems and secure hosting arrangements; 
• experience in operational workflow analysis, software requirements definition, user-centered design, training and support services.

• availability of appropriate specialized staff - 30 points

Consultants shall provide information regarding the availability of appropriate specialized personnel required for the assignment. The proposed team shall include at least five (5) named experts covering: project management; implementation coordination; business analysis; technical development; quality assurance and testing; cybersecurity and system security; training and user support. 

The proposed experts shall collectively demonstrate:

• higher education in information technology, software engineering, computer science, business analysis, project management or related fields; 
• experience in developing, implementing or supporting secure web-based systems involving sensitive, confidential or survivor-centered workflows; 
• expertise in software architecture, access control, encryption, audit logging, testing, deployment and maintenance of secure digital platforms; 
• experience in workflow analysis, preparation of software requirements, training delivery and support for non-technical users; 
• working knowledge of Romanian and the capacity to provide communication, documentation and user support for Moldova-based stakeholders.

Interested consulting firms must provide and certify the following information, indicating the extent to which they are qualified to provide these services:

• copy of the registration certificate and/or copy of the Extract from the State Register;
• documents demonstrating authorization to provide software development, implementation and support services;
• portfolio of similar projects, including references, ascertaining document regarding the fulfillment of contractual obligations, acceptance report, other relevant documents in support of the requirement;
• description of relevant technical tools, methodologies and technologies used for software development, security, hosting, backup and maintenance;
• copies of financial statements, balance sheets, management accounts, accountant confirmations or other documents demonstrating financial stability for the last three (3) years;
• list of key specialized personnel;
• any additional supporting documents demonstrating technical, operational and financial capacity relevant to the assignment.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection set out in the Procurement Regulations.
