The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to provide event management services for the organization of a sectoral aimed at supporting the development of the Business Services Sector (BSS) in the Republic of Moldova, within its “Strong Businesses and Communities for Moldova” project.

The objective of this assignment is to support the organization and delivery of an event, aimed at promoting the BSS sector, strengthening the visibility and positioning of the industry, and fostering dialogue between companies, public institutions, and academia.

The activity is intended to contribute to increased awareness of the sector, identification of key challenges and opportunities, and strengthened cooperation among stakeholders, thereby supporting the sustainable development of the BSS ecosystem in the Republic of Moldova.

To achieve the objective, the contractor shall perform the following tasks:

• Provide operational support for the development and structuring of the Forum agenda, based on inputs from ABSL Moldova
• Support the identification and outreach of speakers, moderators, and participants, in close coordination with ABSL Moldova
• Ensure targeted outreach to companies, in particularly, companies not yet engaged with ABSL Moldova, to support broad and relevant participation
• Plan and organize one (1) BSS Forum in Chișinău (tentatively scheduled for September 4, 2026)
• Ensure full logistical coordination, including: venue identification and arrangement, participant registration and management, on-site coordination and support
• Provide communication and promotion services, including: preparation and dissemination of invitations, development of visibility materials, communications, creation of a dedicated event landing page linked to the ABSL Moldova website
• Provide all necessary technical equipment and support, including sound system, projection, microphones, and translation services (if required)
• Provide online video streaming services for the Forum
• Arrange catering services for participants
• Support coordination with speakers, participants, and relevant stakeholders
• Ensure event documentation as professional photo coverage and a short video highlighting key moments of the Forum, as well as participants list.
• Manage costs, expenditures, and invoicing in line with GIZ requirements
• Ensure continuous coordination and communication with ABSL Moldova and GIZ throughout the assignment
• Provide a list of at least 30 relevant BSS companies, including contact details and brief profiles. The list shall be based on clear relevance criteria.

The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English.

Proposals must be submitted in two separate envelopes, consisting of:

• envelope 1: Technical offer – according to TOR
• envelope 2: Price schedule (as financial offer) in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (7000010495) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 02.06.2026 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
