1. The Republic of Moldova has received financing from the European Investment Bank toward the cost of the Fruit Garden Project (in amount of 120mln EUR), and intends to apply part of the proceeds toward payments under the contract for provision of: Works for renovation of the study building (cadastral no. 4114102.289.01), including roof rehabilitation and thermal insulation, for the College of Veterinary Medicine and Agrarian Economy from Bratuseni, Republic of Moldova (Edinet District). The works are procured within the INVESTMENTS IN INFRASTRUCTURE Component of “Fruit Garden of Moldova” Project.

2. The implementing agency/ Employer - Consolidated Unit for Implementing and Monitoring the Wine Sector Restructuring Program (UCIMPRSVV) now invites sealed Bids from eligible Bidders for provision of “Works for renovation of the study building (cadastral no. 4114102.289.01), including roof rehabilitation and thermal insulation, for the College of Veterinary Medicine and Agrarian Economy from Bratuseni, Republic of Moldova (Edinet District)”. Contract implementation period is up to 7 months from contract award date. Bids shall be valid for 120 calendar days since bids submission deadline date.

3. Bidding will be conducted through National Competitive Bidding using a Request for Bids (RFB) and is open to all eligible Bidders as defined in the EIB Guide to Procurement (https://www.eib.org/attachments/strategies/guide_to_procurement_en.pdf ).

4. The Bidder shall furnish documentary evidence that it meets the following Qualification Requirements (complete list of qualification requirements are in the tender document):

Financial Situation:

(i) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as 3 mln MDL (or equivalent in EUR/USD) for the subject contract net of the Bidder’s other commitments.

(ii) The Bidders shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.

(iii) The Bidder shall submit the audited financial statements, acceptable to the Employer, for the last 5 years (2025, 2024, 2023, 2022, 2021), that must demonstrate the current soundness of the Bidder’s financial position and indicate its prospective long-term profitability.

(iv) Minimum average annual construction turnover of 15 mln. MDL (or equivalent in EUR or USD,  calculated as total certified payments received for construction contracts completed within the last 5 years (2025, 2024, 2023, 2022, 2021).

Experience:

(i) Experience under construction contracts in the role of prime contractor starting 1^st January 2021.

(ii) A minimum number of 3 construction contracts that have been satisfactorily and substantially completed as a prime contractor starting 1^st January 2021, that include similar works, each of minimum value of 15 mln MDL (or equivalent in EUR / USD);

5. Interested eligible Bidders may request an electronic copy of the bidding documents from: UCIMPRSVV, Attn. Procurement Department; Email: office@winemoldova.md. The Bidding Documents are provided free of charge (in electronic format) and shall be sent via e-mail, upon written request (to the e-mail mentioned above). Firms originating from all countries of the world are eligible to submit bids under this RfB.

Bids must be delivered on or before hour 13.00, May 14, 2026, to the following address: UCIMPRSVV, Attn: Radu Voicu, executive director, 18 Calea Basarabiei str. (yellow building), MD-2023, 2^nd floor, City: Chisinau; Moldova.

6. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address above (point 5), at hour 13.00, May 14, 2026.

All Bids must be accompanied by a Bid Security of 300.000,00 MDL (or equivalent in EUR or USD); Bid Security duration shall be minimum 28 (twenty eight) days after the end of the Bid Validity Period.
