The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to develop investor-ready investment profiles for Invest Moldova Agency portfolio, within the “Strong Businesses and Communities for Moldova” project.

The objective of this assignment is to support the Invest Moldova Agency in developing 10 comprehensive, investor-ready investment profiles—featuring standardized structures, detailed financial modeling (CAPEX/OPEX, ROI, IRR, NPV), and full compatibility with the Investment Map platform. Each profile must provide sufficient details to enable potential investors to make informed preliminary decisions and initiate due diligence processes.

To achieve the objective, the experts shall perform the following tasks:

• Develop 10 comprehensive investment profiles, in line with the technical and quality specifications outlined in ToR. Each investment profile shall be structured in one page teaser and full investment profile (5-7 pages).
• Develop methodology guidelines for the investment profiles, with replicable templates and detailed documentation for Invest Moldova’s use.

The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer, according to TOR and supporting docs
• Part 2: Financial offer, by completing the price schedule form provided expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
