The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to provide career guidance and counselling services for up to 70 pupils from orphanages, within its “Strong Businesses and Communities for Moldova” project.

The objective of this assignment is to organise career guidance and counselling services for up to 70 pupils from orphanages.
To achieve the objective, the expert shall perform the following tasks:
- Develop a concept plan for the processes.
- Organize career guidance and counselling sessions promoting the image of trades and specialties as opportunity for a successful career, through dual VET programmes
- Identify a suitable location to organise the workshop and career guidance camp and the target group from orphanages.
- Organize a one-day workshop and up to ten-day career guidance camp, estimative in June - August, for pupils graduating in summer 2026 from orphanages nationwide.
- Assure sustainability of the activity by providing recommendations to GIZ and other relevant key stakeholders on this topic.
Offers must be prepared in English or Romanian.
Proposals must be submitted in two parts, consisting of:
- Part 1: Technical According TOR and Supporting docs (in a sealed envelope)
- Part 2: Financial offer (price schedule) detailed budget expressed in Moldovan Lei, VAT 0 in a separate envelope.
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (7000004402) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 06.04.2026 time 15:00.
Question and clarifications should be asked no later than 03.04.2026 time15:00
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
