The German Development Cooperation through GIZ is looking for a company or a consortium of companies able provide organizational logistics for the SENECA SEDE Regional Conference 28–29 April 2026 and Steering meeting on 30 April 2026 in Chisinau.

The objective of this assignment is to contract a company to provide organizational logistics for the SENECA SEDE Regional Conference (28–29 April 2026) and the Steering Meeting (30 April 2026) in Chisinau. The services are limited to hotel liaison and room pre-booking, catering, water provision, transportation, on-site logistical support, and ancillary materials.

Agenda setting, moderation/facilitation, as well as venue contracting and technical AV services for 28–29 April 2026 are the responsibility of GIZ and are explicitly excluded from this contract.

To achieve the objective, the expert shall perform the following tasks:

• 28–29 April 2026 (conference days, ~120 participants): Provide glass bottled water with afternoon replenishment; deliver four coffee breaks across both days (two before lunch and two in the afternoon) with coffee, tea, juice, and water; arrange two buffet-style working lunches offering hot/cold options and vegetarian choices; organize one buffet-style working dinner on 28 April with vegetarian options per person; provide photo services with a full gallery delivered within 5 days; optionally operate a photo booth (min. 2 hours) with branded instant prints; and ensure transportation along the routes Hotels → Venue → Hotels → Dinner (28 April) and Hotels → Venue → Field visits → Hotels (29 April), including adequate buses/minibuses, dispatch coordination, a real-time hotline, driver briefings, contingency vehicles, and compliance with safety, insurance, and punctuality standards.
• 30 April 2026 (steering meeting, ~20 participants): Provide a conference room (09:00–13:00) in U-shape with projector, screen, microphone, pinboards, flipcharts, and beamer; supply glass bottled water with afternoon replenishment; arrange one coffee break before lunch and one buffet-style working lunch (hot/cold options, vegetarian choices); and ensure transportation Hotels → Venue → Hotels.

The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical According TOR and Supporting docs (in a sealed envelope)
• Part 2: Financial offer (price schedule) detailed budget expressed in Moldovan Lei, VAT 0 in a separate envelope.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (7000003727) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 30.03.2026 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
