Project: “Strengthening Trust, Integrity and Compliance in and between SMEs and Public Sector in Moldova (STIC)”
The project “Strengthening Trust, Integrity and Compliance in and between SMEs and Public Sector in Moldova (STIC)”, implemented by GFA Consulting Group GmbH through the GFA Grant Fund Moldova and funded by Swiss Agency for Development and Cooperation (SDC), invites legally registered companies to submit proposals for conducting a:
Baseline Survey
Trust of SMEs in Public Institutions and Professional Organisations in Moldova
- Objective of the Assignment
The purpose of the baseline survey is to:
- Identify key public institutions with which SMEs most frequently interact;
- Measure trust levels of SMEs in these institutions;
- Assess participation in and trust toward professional/business associations;
- Identify key drivers of trust, mistrust, and (non-)participation;
- Establish baseline values for relevant STIC project indicators.
The survey will focus primarily on SMEs in the agri-food and construction sectors across all regions of Moldova.
- Duration of Assignment
Contract period: 16 March 2026 – 18 May 2026
Location: Republic of Moldova (nationwide coverage)
- Scope of Services
The selected service provider will be responsible for:
- Developing survey methodology and sampling strategy;
- Designing and finalising the questionnaire (including gender, regional, and sector-specific aspects);
- Conducting data collection (face-to-face, telephone or online – to be proposed);
- Cleaning, validating, and securely storing data;
- Performing quantitative data analysis;
- Delivering analytical reports (English and Romanian);
- Presenting findings to stakeholders.
- Deliverables and deadline
Key deliverables include:
- Baseline methodology proposal (Deadline 23 March 2026)
- Draft survey outline and questions (Deadline 28 March 2026)
- Final methodology and questionnaire (Deadline 02 April 2026)
- Completion of survey data collection (Deadline 20 April 2026)
- Clean database submission (Deadline 27 April 2026)
- Draft quantitative report (Deadline 03 May 2026)
- Final report (English and Romanian) (Deadline 15 May 2026)
- Eligibility and Qualification Requirements
Interested companies must:
- Be legally registered entities;
- Have proven experience in conducting SME surveys in Moldova;
- Have experience in probability sampling and quantitative analysis;
- Demonstrate data cleaning and management capacity;
- Provide qualified analytical and fieldwork staff.
Relevant experience should be described in a maximum of 2 pages, with annexes (registration documents, references, etc.).

Technical Proposal
Including:
- Understanding of the assignment;
- Proposed methodology and sampling strategy;
- Work plan and timeline;
- Company qualifications;
- Team composition;
- Proposed reporting structure.
Financial Proposal
Detailed budget in MDL (all taxes included).
⚠️ Important:
The Technical Proposal and the Financial Proposal must be submitted in English as two separate PDF documents.

The contract will be awarded to the technically compliant proposal with the best combined technical and financial score.
