Study: “Minimum Subsistence Level and the Living Wage in the Republic of Moldova”
Friedrich-Ebert-Stiftung (FES), in cooperation with the National Confederation of Trade Unions of Moldova, invites qualified research institutions, consulting firms, academic entities, or teams of experts to submit proposals for conducting a comprehensive analytical study on the minimum subsistence level and the living wage in the Republic of Moldova.
The study aims to revise and modernize the existing methodology for calculating the minimum subsistence level and to develop a coherent and transparent methodology for calculating the living wage. The assignment will include analytical modelling, development of updated consumption norms, calculation of revised monetary values, and formulation of legislative and policy recommendations.
The assignment is expected to be implemented between March 2026 and July 2026.
Interested applicants are invited to submit a Technical Proposal and a Financial Proposal in accordance with the detailed Terms of Reference attached here.
