A.O. “CONCORDIA. Proiecte Sociale” announces a tender for selecting an audit company to conduct the financial audit of the project “Prevention and Protection of Children Against Violence in the Republic of Moldova”, implemented with the financial support of the German Federal Ministry for Economic Cooperation and Development and Kindernothilfe e.V.

Project duration: February 1, 2025 – January 31, 2028

Total project budget: €600,315.00

The project will have 4 audit reports, covering the following periods:

1. Period 1: February 1, 2025 – December 31, 2025
2. Period 2: January 1, 2026 – December 31, 2026
3. Period 3: January 1, 2027 – December 31, 2027
4. Final audit report – Period 4: February 1, 2025 – January 31, 2028

Auditor Requirements

At least one of the following conditions must be met:

• Member of IFAC or commitment to comply with IFAC standards
• Statutory auditor registered in an EU member state or a third country

Evaluation Disclosure and Cost Responsibility

• The Beneficiary is not obliged to disclose how proposals are evaluated or provide information about the selection process to any bidder.
• Bidders are responsible for their own expenses incurred in preparing and submitting a proposal in accordance with the Terms of Reference. This includes costs for functional demonstrations, meetings, and negotiations.

Not a Contract

This Terms of Reference does not constitute a contract or commitment. Submission of a proposal does not oblige the Beneficiary to award a contract, nor does the Beneficiary undertake to cover any costs incurred in preparing the proposal.

Right to Presentations and Proposal Validity

• The Beneficiary reserves the right to invite selected bidders for oral presentations. These presentations will be evaluated based on the same criteria.
• Proposals must remain valid for 30 days from the submission deadline.

Important Note: In accordance with internal procedures for processing restricted-access information, CONCORDIA. Proiecte Sociale will ensure access to primary documents necessary for the audit, in original paper format and electronically (access to accounting software), at the headquarters, using provided means, for examination without the possibility of copying them to external media.

Date and time: All proposals in response to this ToR must be received no later than 16:00 local time on December 15, 2025. (Please indicate the project you are applying for.)

Proposal Content

Cover Letter

• Company name and contact details (address, phone number, email)
• Company portfolio, including relevant experience in auditing non-profit organizations
• References from two unaffiliated legal entities audited
• Audit team directly involved in the audit and copies of their audit certificates
• Extract from the State Register of the legal entity, including a copy of the valid audit license, as well as proof of membership in accounting and auditing associations
• Risk insurance (insurance policy)
• Information on projects audited for A.O. CONCORDIA. Proiecte Sociale in the last 3 years (2023, 2024, 2025)

Technical Proposal

• Qualifications and experience of the audit team (CVs and other evidence)
• Experience in auditing projects funded by international organizations

Financial Proposal

• Financial offer, including the total price of services
• A.O. CONCORDIA. Proiecte Sociale is exempt from VAT, as confirmed by Article 103(92) of the Fiscal Code:
• “Goods and services imported or purchased in the territory of the Republic of Moldova by non-commercial organizations that meet the requirements of Article 52, for the purpose of building social assistance institutions, as well as goods and services imported or purchased in the territory of the Republic of Moldova by these non-commercial organizations for the needs of these institutions, are exempt from VAT without the right to deduction.”

Candidate Selection

Proposals submitted under this procurement will be evaluated by the Commission, focusing on the criteria described above.
The applicant who achieves the highest score according to the evaluation criteria will be invited to negotiate the contract.
