Expression of interest for conducting industrial energy audits in up to 40 small and medium-sized enterprises

To the attention of all eligible energy audit companies interested in performing comprehensive industrial energy audits in up to 40 SMEs, covering their energy systems and associated infrastructure.

GIZ Moldova is interested to contract up to 2 eligible energy audit companies that qualify for the implementation of comprehensive industrial energy audits in up to 40 SMEs. And namely:

  • LOT1 (Tender no. 83497631) – up to 20 SMEs in the regions Center and North;
  • LOT 2 (Tender no. 83500909) – up to 20 SMEs in the regions Center and South.

All activities will be implemented in the framework of the project “Strong Businesses and Communities for Moldova” (SBC), funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the European Union and the Swiss Government.

The overall objective of this assignment is to perform comprehensive industrial energy audits in up to 40 SMEs, covering their energy systems and associated infrastructure. The purpose is to identify, evaluate, and recommend practical measures aimed at enhancing energy efficiency, optimizing energy consumption, and reducing CO₂ and other GHG emissions.

The specific objectives of the assignment are to:

  • Assess the current energy performance of production processes, machinery, and auxiliary systems.
  • Identify technical, operational, and behavioural opportunities to reduce energy consumption and related costs.
  • Propose technically feasible and economically viable EE and RES measures.
  • Quantify potential energy savings, cost reductions, and GHG emission reductions.
  • Provide a prioritized action plan with clear recommendations for both short-term and long-term energy performance improvements.

The Energy Audit Reports (EARs) shall estimate, based on metered data or reliable calculations, the current and forecasted energy consumption for the following activities:

  • Production,
  • Storage,
  • Distribution,
  • Auxiliary activities.

The Energy Audit Reports will be prepared and delivered by qualified energy auditors registered in the Electronic Register of Energy Auditors, in compliance with the provisions of Law No. 139/2018 on Energy Efficiency and in accordance with the applicable legal and regulatory framework of the Republic of Moldova, as well as best European practices.

The scope of works will be divided into two Lots (20 SMEs per Lot). Bidders may apply for either a single Lot or both Lots. For applications covering both Lots, the bidder must provide evidence of sufficient capacity and qualified staff to execute the services for both Lots at the same time.

The period of assignment is from October until November 2025.

Requirements towards interested applicants and documentation to be provided (for eligibility assessment):

  • Official letter expressing interest in the tender announced, as well as specific lot(s) applied for.
  • Company profile including number of employees (permanent / temporary in total).
  • List of similar works performed within last three years, showing detailed volume of works and total amount of contracts implemented under direct contracting (sub-contracting will not be considered).
  • If available, proof of previous experience in implementing international donor funded projects (for the last three years).
  • Company data including company legal name, full address, contacts (phone, email); name and contacts of the person responsible for the application submitted.
  • Copy of the company Registration certificate in the RM or Extract from related State Registry.
  • Total annual turnover and copy of the company financial reports filed with the State Tax Inspection (for the last three years).

The contractor shall be able to provide by his own means the resources and technical equipment required for the implementation of services as specified above.

 

Application process

Interested applicants shall submit their Expression of Interest (EoI) along with the set of documents mentioned above to the following email address: tenders-giz-moldova@giz.de   and no later than 24.10.2025. The subject line must be clearly marked as follows:

“Expression of interest for the Lot X (Tender no. xxxxx) - Conducting industrial energy audits for up to 20 small- and medium-sized enterprises.”

Important Notes:

  • Only applicants fulfilling the requirements listed above will be considered for further tendering processes.
  • This invitation shall not be treated as an obligation of GIZ to further commit contractually and/or financially with any of the applicants submitting and EoI.
  • GIZ reserves the right to accept or reject any or all EoI(s) or cancel the tendering process at all, without having an obligation to inform the affected interested applicants on the reasons of its decision.

Documents or information outside of that requested above will not be considered and, thus, duly rejected to be assessed as part of the application(s) received.
