The German Development Cooperation through GIZ is looking for a service provider able to support implementation of educational and labour market integration services for vulnerable groups on the left bank of the Dniester (including access to lifelong learning services and dual education programmes), within its “Strong Businesses and Communities for Moldova” project.

The selected consultancy company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to support educational and professional integration of vulnerable groups by offering inclusive employment services, supporting entrepreneurial initiatives, and promote sustainable and scalable best practices, while increasing public awareness of the importance of social inclusion.

To achieve the objective, the service provider shall perform the following tasks:

• Conduct up to 10 informative sessions, with the duration of up to 1 day each, on the left bank of the Dniester River, to select beneficiaries according to a previously elaborated methodology and promote their socio-economic integration. The informative sessions aim to reach at least 150 individuals, informing them about available support services and opportunities for educational and professional development.
• Select up to 100 persons and offer integrated support according to developed methodology.
• Organise a competition on business ideas for selected beneficiaries, according to the identified personal development potential.
• Monitor and support the implementation of selected initiatives.
• Implement measures to ensure the sustainability and wider application of successful approaches and good practices.

The tender is open to private companies, non-government organizations, professional associations, or consortia. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English, Romanian or Russian.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer, according to TOR (separate envelope)
• Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0. (separate envelope)

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer. All personal data are for the internal use of GIZ; confidentiality guaranteed.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83490987) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 24.06.2025 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
