The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to provide technical assistance and support for the development of public service operator JSC “Apa Canal Leova” from Leova rayon, within its “Strong Businesses and Communities for Moldova” project.

The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to carry out capacity development activities and provide technical assistance to the public service operator JSC “Apa Canal Leova" and 5 Local Public Authorities from Leova rayon.

To achieve the assignment objective, the provider shall perform the following tasks:

• Develop an action plan & methodology for the assignment and allocate specific tasks/activities to experts.
• Analyse the Leova rayon existing strategic documents in the Water Supply and Sanitation sector.
• Assess the current JSC “Apa Canal Leova" services delivery status in Water Supply and Sanitation in Leova Rayon, establish the degree of implementation of the Capacity Development Plan and Service Improvement Plan of JSC “Apa Canal Leova".
• Analyse the decision-making processes related to the JSC” Apa Canal Leova” and give recommendations for improvements.
• Provide capacity development assistance to the JSC “Apa Canal Leova" operator and LPAs from Leova rayon in preparing the service delegation contract and annexes.
• Elaborate the development plan for the operator JSC “Apa Canal Leova" emphasizing the need for organizational capacity development, human resources and technical equipment in the context of the growing Water Supply and Sanitation service delivery area.
• Present and validate final conclusions and recommendations with representatives of Leova mayoralty and JSC “Apa Canal Leova".
• Improve the problem-solving culture of the Local Public Authorities and JSC “Apa Canal Leova" operator.
• Compile and present the final report.

The service provider shall fulfil the tasks in close coordination with the representatives of LPAs and GIZ regional advisor. The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English.

Proposals must be submitted in two parts, consisting of:

Part 1:  Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables.

The technical offer will include also:

• Registration certificate.
• Experience/profile of the company.
• Proposed methodology.
• CV of expert team according to ToR requirements.

• Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83489666) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 10.06.2025 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
