Tender no. 83489363 - Short-term expert to support the National Center for Sustainable Energy (CNED) in communication and internal verification of the EcoVoucher program beneficiaries

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Moldova is seeking under the Energy Efficiency and Renewable Energies in Moldova (E4M) project a short-term expert to support the National Center for Sustainable Energy (CNED) in conducting communication and internal verifications of the EcoVoucher Program implementation. The short-term expert will work with the manager of the EcoVoucher Program Implementation Unit (PIU) from CNED to ensure the accurate operational implementation of the EcoVoucher Program procedures and to support the PIU in other internal operational activities related to the program. The services within the assignment will be provided in the period between June - November 2025. The selected candidate will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

Tasks to be performed by the short-term expert: 

  • Conduct phone verifications of the EcoVoucher Program beneficiaries to confirm the collection of the old appliances;
  • Identify potential EcoVoucher beneficiaries willing to participate in the upcoming promotional campaigns of the program;
  • Support CNED’s PIU during the EcoVoucher active sessions in responding to incoming phone calls for information from potential applicants;
  • Support to CNED’s EcoVoucher PIU in day-to-day activities.

The short-term expert should meet the following criteria and qualifications/skills:

  • Education/training (2.2.1): High school diploma or equivalent at minimum, bachelor's degree considered as an asset. Training or certification in customer service, communication, or a related field would be considered as an asset.
  • Language (2.2.2): C2-level language proficiency in Romanian; C1-level language proficiency in Russian; C1-level in English;
  • Experience (2.2.4): prior experience in a call center or customer-facing environment.

The successful application shall include:

1.     Detailed CV (will not exceed four pages). The CV must also indicate three references provided by the applicant and their points of contact (e-mail and contact numbers).

  1. Cover letter (will not exceed two pages).
  2. Financial Proposal (in a separate document) containing the gross (brut) daily rate in MDL (and respective total amount per 120 workdays of assignment) and the total budget in MDL.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number (83489363) on it not later than 03.06. 2025, 15:00 Chisinau local time.
