Tender no. 83488761 for contracting services of designing and implementing a Program for Enhancing Social Inclusion and Well-being of Seniors in Moldova through Diaspora Engagement

The German Development Cooperation through GIZ and within the Policy Advisory Fund project, is seeking to contract an entity or a consortium of entities to provide services of designing and implementing a Program for Enhancing Social Inclusion and Well-being of Seniors in Moldova, especially those who are returnees, through Diaspora Engagement. The services within the assignment will be provided in the period between June – November 2025.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

e-mail: tenders-giz-moldova@giz.de indicating the tender number in the message title, not later than     May 23, 2025, 15:00 Chisinau local time.

The tender is open to entities residents in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.

Specific requirements towards the bidders:

  • Be a legally registered organization in Moldova with a minimum of five years of relevant experience in community development, or diaspora engagement.
  • Demonstrate strong connections within Moldovan communities across the country, including rural and underserved areas.
  • Proven capacity to implement gender-sensitive and inclusive programs.
  • Experience working with older adults, especially senior women, including those who have returned from abroad.
  • Ability to identify, mobilize, and engage diaspora or returnee populations in voluntary community-based initiatives.
  • Demonstrated capacity in monitoring, evaluation, storytelling, and reporting.
  • Human and technical resources for successfully delivering the assignment.

The successful application shall include:

1. Technical Proposal, containing (in a separate envelope):

  • A concept describing in detail how the Offeror intends to carry out the activities, including the potential regions/communities covered, provisional thematic groups to be established, strategies for involving beneficiaries and cooperation with relevant actors, measures to promote further scaling up of the activities.
  • Brief outline of team composition and CVs of proposed staff to be involved in the project’s activities according to described requirements;
  • Copy of the offeror’s registration certificate in the Republic of Moldova;
  • Copy of the latest financial report.

2. Financial Proposal, containing (in a separate envelope):

  • Financial offer shall include a breakdown of amounts for the deliverables required under point 3 of the ToR, as well as the total budget expressed in MDL, VAT 0.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Successful offerors will be further asked for additional documentation, as it might be required for the contracting.

Bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial proposal.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83488761, not later than May 27, 2025, 15:00 Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
