The Council of Europe Project „Advancing Media Freedom in the Republic of Moldova”  is launching a competitive bidding for the upgrade and modernization of the government portal responsible for transparency in decision-making: www.particip.gov.md.

Please find enclosed the Tender File and Contract with relevant information concerning the tender call and criteria to be met by the tenderers. Additionally, find attached Business and Technical Requirements details (Appendix 1) and specific form for Financial offer (Appendix 2).

We invite you to submit your proposals by the latest – 8^th of April 2025 (including). Tender shall be submitted by e-mail only to this address: mediaproject@coe.int, with the following reference in subject: Tender - IT upgrade of the government portal.

For this call, tenderers should submit the following documents in English (except for registration and official documents):

• A completed and signed copy of the Contract;
• For tenderers subject to VAT only: a quote, describing their financial offer, in line with the requirements of section B of the Tender File (see Appendix II); 
• Registration documents for legal persons;
• A list of all owners and executive officers, for legal persons only;
• Profit and loss statement/income statement and balance sheet for the last 2 (two) years;
• The detailed description and plan for the upgrade and modernization of the government portal responsible for transparency in decision-making:www.particip.gov.mdin line with the Business and Technical Requirements and the quality award criteria;
• For legal persons, detailed CVs of the personnel allocated to the Project, demonstrating clearly that the tenderer fulfils the eligibility criteria.

All questions concerning the tender call should be submitted at least 5 working days before the deadline for the submission of the tenders at the email mediaproject@coe.int , with the following reference in subject: Question - IT upgrade of the government portal.
