The German Development Cooperation through GIZ is looking for an individual expert to support the Republic of Moldova’s Government in establishment of a regulatory framework for accreditation and functioning of “independent verifiers” tool in the MRV ETS compliance cycle; as well as conducting a needs assessment and recommendations and next steps to initiate the advancement of the independent verifiers with relevant national institutions in the Republic of Moldova.

The services within the assignment will be provided in the period April 2025 – October 2025.

The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert shall meet following criteria and qualifications:

Qualification and skills

• Advanced degree (Master or Ph.D.) in Law is required
• Excellent research, analytical and writing skills.
• Ability to reach out to key stakeholders.
• Excellent command of Romanian.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.)

General professional experience

• At least 6 years of proven professional experience in legal acts drafting and transposition in the national legislation of the EU environmental and climate related acquis.  
• At least 5 years of working experience in the institutional consultancy and law-making. 
• Familiarity with the EU ETS, EU AVR the United Nations Framework Convention on Climate Change and the Paris Agreement, would be an asset.
• Strong analytical and report-writing skills demonstrated by previous assignments. 
• Strong interpersonal and communication skills, ability to work in a team, demonstrated by previous assignments.
• Ability to work under pressure, and to meet tight deadlines demonstrated by previous assignments.

• Excellent knowledge of the EU environment and climate related acquis, demonstrated by previous assignments.

• Excellent knowledge of the legislation on the environmental protection and/or climate change in the Republic of Moldova and of the Association Agreement demonstrated by previous assignments or general work experience. 

• Experience as a legal consultant in any EU-funded project or other international organization would be an asset.

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

• Detailed CV with all contact details, underlining relevant professional experience, including references to similar assignments and professional experience.

2. Financial Proposal, containing (in a separate document):

• The gross daily rate, as well as a total estimated budget for up to 65 expert-days of assignment, expressed in MDL.

All personal data is for the internal use of GIZ; confidentiality is guaranteed.

Successful offerors will be further asked for additional documentation such as copy of ID, bank data and other, as might be required for the contracting. The successful finalist will be issued a short-term consulting contract.

Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.

Bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial offer. Shortlisted candidates might be asked for an interview and additional information.

Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise the position, to cancel the recruitment or offer an appointment at a lower grade or with a modified job description.
