The OPTIM Project – “Opportunities through Technologies and Innovation in Moldova” – is a market systems development (MSD) project aiming at contributing towards the creation of improved economic opportunities for Moldovan women and men, with particular focus on excluded groups, through addressing the constraints of the economy in a sustainable and inclusive manner. OPTIM is a project of the Swiss Agency for Development and Cooperation, implemented by HELVETAS Swiss Intercooperation in Moldova.

The overall goal of this RFQ is to support the Secretariat of the Economic Council to the Prime Minister in responding effectively to the challenges faced by businesses and the overall economy by promoting the BizRadar application among the business community.       

Objective of the assignment

The overall goal of this campaign is to promote the BizRadar application among the business community  as follows:

  • Achieve 1,200 additional subscribers of the BizRadar app, reaching a total of 3,500 subscribers by the end of the campaign.
  • Raise awareness and deepen understanding of the BizRadar app within the business community through focused social media campaigns, strategic media partnerships, and community events.
  • Enhance the engagement of the business community in the decision-making process regarding economic matters through the application’s opinion surveys.

Requirements / Profile / Qualifications

  • The company/organization is registered in RM.
  • The company/organization has no open disputes, execution procedures, reorganization, bankruptcy, or insolvency proceedings.
  • All taxes have been paid.
  • The company/organization has a portfolio with references (links) to relevant products.
  • The company/organization has previous experience with at least one NGO or public institution.
  • The company/organization must provide at least two letters of recommendation.

Time frame of the assignment

The contractor will be expected to implement all activities specified under deliverables between March 2025 and August 2025. The contractor will work under the HELVETAS Swiss Intercooperation Zurich Sucursala Chisinau and closely cooperate with the Secretariat of the Economic Council to the Prime Minister expert. Exact timeframe for deliverables will be mutually agreed before contract signature.

The offer must contain 1 original.

Offers must be submitted in hard copy format only. The outer parcel or envelope shall be marked as:  PRF title: Communication Campaign, Reference No: 3Q0022025.

Offer envelope shall contain:

1. Eligibility documents – as per eligibility criteria

2. Technical and Financial offer – as per Criteria for evaluation of the Technical and financial offer table.
