The German Development Cooperation through GIZ is looking for a service provider able to organize and implement a national communication campaign and awareness raising activities on Dual Vocational Education and Training (dVET), within its “Strong Businesses and Communities for Moldova” project.
The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).
For the Terms of Reference and eventual questions, please address a message to the e-mail: tenders-giz-moldova@giz.de, indicating the tender number in the message title, not later than January 30, 2025, time 15:00.
To achieve the objective, the company shall perform the following tasks:
- Development and approval with Ministry of Education and Research (MoER) of the visibility and awareness campaign plan for dual VET, considering specific target groups: students, parents, private sector, schools; and relevant promotion media channels.
- Development of the necessary visuals (electronic banners dedicated for target groups) to be used on existing promo channels.
- Development of the specific/dedicated content about dVET and promotion on social media using Facebook, Instagram, and TikTok accounts for the contract period.
- Organization of up to 12 Open-Door Days in 12 VET Institutions using the “Test the Trades” master class approach.
- Organization of Two dVET Days in two regions (one in the North and one in the South).
- Broadcast of audio spots previously developed by the project on 3-4 national radio stations.
The tender is open to private companies, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.
Offers must be prepared in English or Romanian.
Proposals must be submitted in two parts, consisting of (please see the TOR):
- Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables. The Profile of the company (please see the TOR)
- Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83481290) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 03.02.2025 time 15:00.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
