Tender no. 83480606 for acquisition of the services for development of Energy Audits for 65 single family houses (South and Centre)

The German Development Cooperation through GIZ is seeking to contract a local institution to provide service on development of 65 Energy Audits for selected single-family households within the project Energy Efficiency and Renewable Energies in the Republic Moldova (E4M). The services within the assignment will be provided in the period between February 2025 – April 2025.

The selected institution will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

For the Terms of Reference (ToR) and eventual questions, please address a message to the

e-mail: tenders-giz-moldova@giz.de indicating the tender number in the message title, not later than 23.01.2025, 15:00 Chisinau local time.

The bidding company is expected to meet the following requirements:  

  • Legal entity registered in the Republic of Moldova. 
  • At least three years of proven experience at national and/or regional level in energy audit development, construction or energy sector.  
  • The service provider shall propose a team of experts and administrative and backstopping capacities, as follows:

1 team leader with a strong background in audit development

3 experts with a strong background in audit development

1 expert with a strong background in architecture, civil engineering or construction related field

1 expert with strong background in development of bills of quantities.

Necessary administrative and logistic backstopping for the organization. 

Interested companies are requested to provide the following documents and information:  

1. Technical Proposal, containing (in a separate document):

  • Company overview (profile), brief description of available technical backstopping facilities required to fulfil the tasks, overview (max.2 pages) of at least 5 previous proven experiences in development of the energy audits.
  • Copy of the company registration certificate in the Republic of Moldova, any available license, permit, professional qualification certificate available relevant to the assignment.
  • Outline of team composition and CVs of proposed experts according to described requirements.
  • Outline of the envisaged concept on how the objectives defined in Chapter 2 are to be achieved.

2. Financial Proposal, containing (in a separate document):

  • The rates per day and the number of the total expert days estimated for the entire assignment

required under point 2 of the ToR, as well as the total budget expressed in MDL, VAT 0%.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83480606, not later than 27.01.2025, 15:00 Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender
