The German Development Cooperation through GIZ is seeking to contract a local expert to support the Ministry of Energy and NCSE in developing and adjusting the legal and regulatory framework for handing over/releasing the investment costs to the beneficiaries of the MREEF after the completion of works within the project Energy Efficiency and Renewable Energies in the Republic Moldova (E4M). The services for the assignment will be provided during the period between January 2025 – end of March 2025.
The selected Expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The expert is expected to meet the following requirements:
- University degree in, law, international law, public administration or other relevant fields.
- At least 5 years of proven experience in delivering consultancy services to public sector.
- Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO will be an asset.
- Knowledge of EU of approximation processes, EU policies and law, economic and financial aspects of EU approximation will be an asset.
- Knowledge of energy efficiency sector policies on national and EU level will be an asset.
Interested experts are requested to provide the following documents and information:
1. Technical Proposal, containing (in a separate document):
- CV according to described requirements.
- A presentation of the proposed concept outlining how the objectives defined above will be achieved.
2. Financial Proposal, containing (in a separate document):
- The gross daily rate, as well as the total amount for up to 30 expert-days of assignment, expressed in MDL.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.
Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83480605, not later than 15.01.2025, 15:00 Chisinau local time.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
