The German Development Cooperation through GIZ is seeking an individual expert to provide Advocacy and Promotion of the project-related Confidence Building Measures on the left bank of the Dniester River under the project “Supporting Moldovan communities in hosting Ukrainian refugees” with its EU co-funded component: “Improvement of cross-Nistru cooperation in primary care sectors“. The services will be provided in the period between February 2025 – June 2026.

The selected expert will provide services in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert shall meet the following criteria and qualifications:

Qualification and skills:

• Bachelor degree (or higher) in Public Administration, Business Administration, Management or other relevant fields;
• Excellent interpersonal and communication skills;
• Proven report writing skills;
• Advocacy skills.

Professional experience:

• 5 years’ experience in development projects on the left bank of Nistru river with minimum 3 successful relevant assignments implemented in international projects.
• Working knowledge of EU policies and integration processes.
• Experience in projects with confidence building aspects
• Good understanding of the work specifics on the left bank
• Effective communication skills with public authorities at all levels
• Strong regional and local contacts, ability to reach out to key stakeholders.

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

• Detailed CV and maximum 2 pages of Motivation letter.

2. Financial Proposal, containing (in a separate document):

• the gross daily rate in MDL and the total amount per up to 120 workdays of assignment.

All personal data are for the internal use of GIZ and confidentiality is guaranteed.

Successful offerors will be asked for additional documentation such as copy of ID, bank data and other, as it might be required for the contracting. The successful finalist will be issued a short-term consulting contract.

Applicants shall hold the Moldovan citizenship at the date of application.

The bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial offer. Shortlisted candidates might be asked for an interview and additional information.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
