The German Development Cooperation through GIZ is looking for an individual expert to provide expertise in the area of human resources management, for the Public Service Management Division of the State Chancellery, within the project Attractive and Effective Public Administration. The services within the assignment will be provided in the period January 2025 – June 2025.

The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert shall meet following criteria and qualifications:

Qualification and skills

• Master’s Degree (or equivalent) in business administration, social sciences or equivalent;
• Excellent communication skills;
• Computer literacy, proficiency in the usage of office software packages (MS Word, Excel, etc.);
• Working knowledge of Romanian and English;
• Advanced level of written and spoken Russian (advantage).

General professional experience

• At least 5 years of experience in the field of human resources management and proven analytical skills;

Specific professional experience

• Previous working and analytical experience in institutional management;
• Previous working and analytical experience in public sector reform;
• Familiar with the government priorities of the Republic of Moldova in the area of civil service, HRM and salary reform;
• Knowledge of national legislation regarding civil service and state companies;
• Previous working experience in the elaboration of training curricula and delivery.

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

• Detailed CV with all contact details, including references to similar assignments and professional experience;
• Letter of interest, including a brief statement of understanding the assignment’s expectations (up to 2 pages).

2. Financial Proposal, containing (in a separate document):

• The gross daily rate, as well as a total estimated budget for up to 121 expert-days of assignment, expressed in MDL.

The bid’s evaluation will be performed based on the ratio of 70% for the technical proposal and 30% for the financial proposal. Shortlisted candidates might be asked for an interview and additional information.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Successful offerors will be asked for additional documentation such as a copy of ID, bank data and other, as it might be required for the contracting. The successful finalist will be issued a short-term consulting contract.

Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
