The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to develop the technical planning documentation for the extension of the sewerage networks in Comrat municipality (Tukaneasca district), within its “Strong Businesses and Communities for Moldova” project.

The selected institution will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The objective of this assignment is to develop the technical planning documentation and financial estimate, necessary for the extension of the sewerage networks in Comrat municipality (Tukaneasca district).

To achieve the objective, the contractor shall perform the following tasks:

• Developing the field surveys (topographical and geotechnical surveys).
• Drawing up the preliminary project design of sewerage networks and 2 pumping stations.
• Developing the technical planning documentation (technical project) according to national regulations.
• Elaborating the General estimate and local estimates (BoQ).
• Ensuring verification of the technical planning documents (technical project) and estimates (BoQ).

The tender is open to private companies, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium a cooperation agreement should be included in the technical offer.

A successful bidding company is expected to meet at least the following requirements: 

• Prove to be a legal entity registered in the Republic of Moldova.
• Prove 10 years of work experience at the national or regional level in the field of design of sewage and water supply systems.
• Provide excellent in-house expertise in the field of technical documentation design and drawing, as well as solid backstopping support.
• Provide one coordinator to manage all assignment related tasks and activities and be the project’s contact person.
• Provide track record of working with the Government institutions / development organizations etc.
• Comply to the principles of Quality Management regarding the organization and implementation of consulting services.

Offers must be prepared in English or Romanian.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer (please see the TOR), that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables
• Please also include the A12-questionare fulfilled form

• Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83478337) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 13.12.2024 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
