Organizational Context: Solidarity Fund PL in Moldova is the Chisinau Branch of Fundacja Solidarności Międzynarodowej, Warsaw, a state foundation, managed and co-financed by the Ministry of Foreign Affairs of the Republic of Poland, created to contribute to the development of the neighboring countries.
In 2023, Solidarity Fund PL successfully completed the process of obtaining the EU "Pillar Assessment" certification, joining the group of entities with greater capacities to access European funds.

Project Context: EU4 Moldova Resilience - Secure States, Resilient Communities (EU4MR), a 1.5-year project funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova (SFPL in Moldova). It is being launched as part of the European Union's support to for the Republic of Moldova in the context of the country’s intensified integration process into the EU and the decreasing geopolitical security in the region, exacerbated by Russia's aggression against Ukraine. The general objective and expected outcome of the EU4MR project is to increase the Republic of Moldova's resilience to emergencies and potential security threats. To this end, the capacities of state institutions will be strengthened to detect and counter potential emergencies and security threats. Additionally, the resilience of local communities will be enhanced by fostering local development opportunities that maintain social cohesion and increase confidence in the European path of the Republic of Moldova as a perspective for modernization and development of the country.
The expected results of the project implementation are:
Result 1: State institutions have enhanced their capacity to protect critical infrastructure, identify, detect, and counter threats, and inform the population about threats.
Result 2: The resilience of society to security threats is improved through various local opportunities and initiatives that maintain and promote social cohesion, thereby increasing confidence in the European integration process.
Together, these results will contribute to increasing the resilience of the Republic of Moldova to security threats.

Description of the procurement:
The procurement involves acquiring a new multifunctional truck equipped with a hydraulic manipulator and Hooklift. The truck is designed to support emergency response, disaster relief, and humanitarian assistance missions. It features a robust engine, advanced transmission, heavy-duty suspension, and ergonomic cabin, ensuring it meets the operational needs of General Inspectorate for Emergency Situations (GIES) of the Ministry of Internal Affairs of the Republic of Moldova. The truck must comply with EU safety and environmental standards and be delivered within a specified timeframe, with comprehensive training and warranty support included.

The delivery period for the truck must be no longer than 6 months from the date of contract signing according to the DAP Incoterms 200 conditions.

* The dossier is considered incomplete if it does not include the documents specified in points 1 – 5.
Due Diligence Procedure:
The applications are subject to verification to ensure the accuracy and compliance of the information provided by the bidder with public data and to identify their presence or absence on the mentioned sanction lists. The due diligence procedure is carried out in accordance with the internal rules of Solidarity Fund PL in Moldova.
Evaluation procedure:
The evaluation procedure takes place in two stages:
In case if one these requirement are not completed, the dossier will not pass the formal evaluation, being excluded from the content evaluation procedure.
After evaluating the application files, the evaluation committee may decide to negotiate the proposed price offer, conduct the interview phase with the bidder(s) pre-selected at the previous stage in order to identify the most suitable bidder for the provision of the service. At the interview stage, the evaluation committee may request relevant additional documents if deemed necessary.
After completing the selection stages, all bidders will be informed about the results of the call for tenders.
Exclusion of bidders from the procurement process:

* The bidder has the right to establish the limits of confidentiality of the data provided and to mention which of the documents attached to the tender are confidential.
