The German Development Cooperation through GIZ is seeking an agency specialized in campaigning and community engagement to a) develop a campaign involving media and influencer collaborations and b) organize engagement measures, namely a roadshow and a media competition. The services within the assignment will be provided between 1 September 2024 – 14 July 2025.

The selected company will conduct all activities following the provisions of the Terms of Reference (ToR).

The company’s team leader should meet the following criteria and qualifications:

Qualification and skills

• 8+ years of experience in projects in the Republic of Moldova (country)

           3+ years of general professional background that demonstrates experience in working with public authorities and institutions

           8+ years of professional experience in the media and communications sector

• Strong project management capabilities to ensure the successful planning and implementation of the campaign, roadshow, and media competition
• Proficiency in monitoring and evaluating the impact of the activity measures and making necessary improvements.
• Exceptional soft skills

Professional experience

The service provider shall demonstrate human and technical resources for successfully delivering the assignment (expert pool of 3-7 persons):

• 1 key expert with 5 years of experience in the media sector and campaigning
• 1 key expert with 5 years of professional experience in graphic design
• 1 key expert with 5 years of professional experience in the event sector
• Up to 4 further experts with proven expertise to carry out activities in the required field, including staff with professional language skills in Romanian, Russian and English;

The successful application shall include:

1. Technical Offer, containing (in a separate envelope):

• Brief outline of team composition and up to 7 CVs of proposed experts according to described requirements, that will be involved in the project;
• Brief information on previous performance, describing recent contracts of similar scope and links to working examples;
• • Concept note including a brief statement of the proposed strategy and implementation plan for the fulfillment of the assignment as well as a strategy for establishing cooperation and then cooperating with relevant actors (media cooperation partners, influencers, mentors, roadshow ambassadors) (up to 3 pages);
  • Provide at least 3 references for similar work performed in the past three years including evaluation of impact;
  • Copy of the company registration certificate in the Republic of Moldova;
  • No debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.

  2. Financial Offer, containing (in a separate envelope):

  • The financial offer shall include a breakdown of gross amounts for the deliverables required under point 3 of the ToR, as well as the total gross budget expressed in MDL, VAT 0%.

  All personal data are for the internal use of GIZ; confidentiality is guaranteed.

  Successful offerors will be asked for additional documentation, as it might be required for the contracting. 
   

  The bid’s evaluation will be performed based on the ratio of 70% for the technical aspect and 30% for the financial offer. Shortlisted applicants might be asked for an interview and additional information. 

  Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9^th floor – indicating the tender number 83470085, not later than August 21, 2024, 15:00 Chișinău local time.

  Please note that applications received after the deadline, as well as incomplete applications, will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender
