The German Development Cooperation through GIZ is looking for a contractor to offer Procuring services for the development of the Electronic Record and Analysis Register of criminal cases under the management of the Anti-Corruption Prosecution Office within its project “Strengthening the Rule of Law and Anti-Corruption Mechanisms in the Republic of Moldova ACT Project - FCDO component”. To be implemented in the period from August 2024 until September 2024.
The tender is open to Moldovan resident companies specialized in providing IT services with a five-year work experience.
All activities shall be conducted according to the Terms of Reference (ToR).
For the Terms of Reference and eventual questions, please address a message to the e-mail: tenders-giz-moldova@giz.de, indicating the tender number in the message title, not later than 26.07.2024 time 15:00.
Within the proposal, the bidder will present:
1. technical offer (in a separate envelope) including:
- Detailed description of the company (experience, human resources, managerial and technical capabilities in the field, etc.
- Copy of the registration documents.
- Certificate confirming the absence of debts to the Budget.
- The company's portfolio with the indication of similar projects implemented.
- References of the company's beneficiaries for the last 5 years.
- CVs of key personnel involved in the project.
- Brief description of similar IT solutions.
- The detailed technical offer and concept of implementation proposed, including the hardware restrictions of operation, the estimation of their activities and duration, personnel concept and strategy for communication with project and partners.
- Warranty period and technical support.
- Other relevant documents.
2. Detailed Financial offer VAT 0% in MDL (in a separate envelope)
Proposals may be presented in Romanian or English language.
All personal data are for the internal use of GIZ, confidentiality is guaranteed.
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than MDL (Moldovan Lei) will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
Applications shall be delivered in sealed envelopes, showing the tender number and subject on it, to the address of GIZ Office Chisinau (Stefan cel Mare si Sfant Boulevard 73/1,9th floor, Chișinău, ,MD-2001) not later than 29.07.2024, time 15:00.
