Tender no. 83468670 for further development of the National Energy Management Information System

The German Development Cooperation through GIZ is seeking to contract a local institution to further develop the National Energy Management Information System (EMIS) within the National Centre for Sustainable Energy (NCSE). The services within the assignment will be provided in the period between September 2024 – January 2026.

The selected institution will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

For the Terms of Reference (ToR) and eventual questions, please address a message to the

The bidding company is expected to meet the following requirements (please see the eligibility check):  

  • Legal entity registered in the Republic of Moldova; 
  • At least three years of proven experience at national and/or regional level in energy management
  • The service provider shall propose a team of experts, administrative and backstopping capacities, as follows:

Team leader with background in the energy management

Two national legal experts with extensive experience in drafting and developing documents within the government IT sector

One international consultant on the energy management implementation at the national scale

Two to four junior experts in the energy management

Local IT expert

Company which will provide IT support for EMIS maintenance.  

The successful application shall include:

1. Technical Proposal, containing (in a separate envelope):

  • Company overview (profile), brief description of available technical backstopping facilities required to fulfil the tasks, overview (max.2 pages) of at least 2 previous proven experiences in development of the energy management system for public sector and conducting trainings in energy management for public authorities. 
  • Copy of the company registration certificate in the Republic of Moldova, any available license, permit, professional qualification certificate available relevant to the assignment.
  • Outline of team composition and CVs of proposed experts according to described requirements;
  • Outline of the envisaged concept on how the objectives defined in Chapter 2 are to be achieved;
  • No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.

2. Financial Proposal, containing (in a separate envelope):

  • The rates per day and the number of the total expert days estimated for the entire assignment
  • Breakdown of the amounts for the deliverables required under point 2 of the ToR, as well as the total budget expressed in MDL, VAT 0%.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83468670, not later than 09.08. 2023, 15:00 Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
