UNICEF Moldova invites interested local companies to submit their proposals for provision of Engineering Services for rehabilitation of WASH facilities in 14 schools in Moldova 

UNICEF Moldova supports the Moldovan authorities to provide WASH services in schools and enhance Early Intervention systems and services. UNICEF aims to conduct the assessments and rehabilitate climate-resilient, energy-efficient and environment-friendly WASH infrastructure in educational institutions. The purpose of this RFP is to contract one or several qualified companies for engineering services as outlined in detail in the ToR attached.  

• Bid submission deadline is 23 July 2024, 23:59 EEST 

• Proposals to be submitted by e-mail only to chisinautenders@unicef.org, in 2 separate e-mails: one e-mail with the Technical Proposal and another e-mail with the Financial Proposal. No price information should be contained in the Technical Proposal. Maximal email size: 15 MB. Proposals can be split in several e-mails named accordingly.

• A bid conference will be held on 10 July 2024, 11:00 (EEST) at UNICEF Moldova Office, located at UN House, 131, '31 August 1989' street, Chisinau. To confirm your attendance please send an e-mail to lprosii@unicef.org, mentioning Company name and number and names of attendees.  

The scope of engineering services includes site assessment, design and technical documents of the WASH facilities within the existing buildings, wastewater sewerage and wastewater treatment plant for the following locations:  

Complete offers for all locations included in the package are accepted only. Package details are provided in Terms of Reference attached to the RFP document. Potential Bidders shall visit the sites before submitting their offers to familiarize themselves with site conditions that may affect their Proposals. Potential Bidders are expected to make their own arrangements to visit the site at their own expense.  

Documents to be submitted in the Technical Proposal: 

•           The Potential Bidder must be registered as an engineering firm in Moldova. Technical Proposals shall include copies of original documents defining the constitution or legal status of the company, place of registration, and principal place of business; written power of attorney of the signatory of the nominated person to commit the contract.
•           Copy of curriculum vitae (Maximum two (2) pages) of key personnel requested in Section 6 involved in providing the relevant service. UNICEF may conduct reference checks on the key personnel during the evaluation process. 
•           Copies of the technical qualification certificates
•           Reports on the financial standing of the Potential Bidder.

The Potential Bidder must provide sufficient information in their proposal to demonstrate compliance with the requirements defined by UNICEF. The forms listed below contains the eligibility and minimum qualifying criteria that UNICEF will use to evaluate proposal for the award of the contract.

c)         Support info on the locations and technical specifications (ANNEX E) 

Submission instructions: 

• Proposal  shall be received before the submission deadline. Any Bids received after the Submission Deadline will be rejected. 

• Bid clarifications. Proposers are required to submit any questions in respect of this RFP by e-mail to Liliana Prosii at lprosii@unicef.org. The deadline for receipt of any questions is 18 July 2024, 17:00 (EEST). 

• The official tender e-mail address for proposals submission is chisinautenders@unicef.org, no other UNICEF e-mails must be cc-ed.  

• Proposal sent in 2 separate e-mails: one e-mail with the Technical Proposal and another e-mail with the Financial proposal. 

• Request for Proposals for Services Form filled and duly signed (pages 3-5 from the RFP document) and included in the Technical Proposal e-mail. 

• No price information should be contained in the Technical Proposal. 

• All Technical/Price Proposals files included in the email, no external links. If the size of the files is too large, the Proposal can be split in several e-mails appropriately named: “LRPS-2024-9191159, Company Name, Technical Offer 1”, etc. 

• Proposal will include all the annexes attached to the Terms of Reference. 

• Proposals are clearly marked with the RFPS number: LRPS-2024-9191159 in the e-mail title. 

• Currency of the proposal- MDL or USD. 

• Validity period of the proposal- not less than 120 days.
