Development of Studies for Smart Specialization for the South Region and ATU Gagauzia

The German Development Cooperation through GIZ is looking for 2 (two) individual experts able to develop studies for Smart Specialization for the South Region and ATU Gagauzia, within its “Strong Businesses and Communities for Moldova” project.

The selected expert will conduct all the activities in accordance with the provisions of  the Terms of Reference (ToR).

The objective of the current assignment is to support Ministry of Infrastructure and Regional Development (MIRD), more specifically RDAs South and Gagauzia throughout drafting the studies on smart specialization in the development regions South and ATU Gagauzia of the RM, and their preparation for consultation, presentation, and approval.

To achieve the objective, the experts shall perform the following tasks:

• Arrange meetings and coordinate activities with stakeholders (RDA South, RDA Gagauzia, MIRD, private companies, business associations, etc.).
• Organize 3 focus groups per identified S3 domain with the participation of all stakeholders of the quadruple helix according to the S3 methodology (academic environment, central/local public administration, business environment and civil society).
• Develop the working plan and adjust the methodology for the South Region and ATU Gagauzia study, taking into account similar S3 studies in the North and Center regions.
• Draft the study on smart specialization.
• Develop the Action Plan for 1-3 years to support the identified sectors in the Regional Operation Program (part of National Research and Innovation Programme of Moldova).
• During the assignment, the contractor will work closely with GIZ project team and will be part of regular consultations with key stakeholders, as well as will offer support in the public consultation or presentation process.

The tender is open to individual experts, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.

Offers must be prepared in English.

Proposals must be submitted in two parts, consisting of:

• Part 1-technical offer: Concept, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables.
• Part 2: Financial offer, according TOR (please see the TOR)

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please do not submit your offers in groups of 2 experts. Each application will be assessed individually. Please submit your application individually. First two ranked experts will be selected.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83467567) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9^th floor, Chisinau) not later than 02.07.2024 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
