The German Development Cooperation through GIZ is seeking to contract a specialized organization to provide support to Local Transparency Council from the Municipality of Balti viewing to strengthen their capacities and functionality in their mission’s implementation as to promote democratic accountability, transparency of local governance and enhancing a permanent and constructive dialogue between state and non-state actors in preventing and reduction of corruption.

The service provider is expected to: Create a National Network of LTCs; Development and management of the LTC Facebook Page; Carrying out surveys; Organize information campaigns for inhabitants of the municipality about the possibility of getting involved in reporting the acts of corruption they encounter; Provide the necessary fundraising support; Organization of a Regional Participatory Forum; other relevant activities.

All activities shall be conducted according to the Terms of Reference (ToR).

Interested companies shall submit the following set of documents:

1. Technical offer (in a separate sealed envelope, maximum 5 pages, excluding CVs, Certificates and authorizations), containing:

• Company / CSO profile;
• Previous works references with at least 3 projects in the field of public consultation on transparency ensuring and citizens participation in decision-making process implemented during the last 3 years;
• At least 5 years of relevant experience in the field of implementing similar projects (experience in anti-corruption area will be considered as an advantage);
• Concept and the approach used in fulfilling the scope, description of the activities and implementation schedule according to the ToR;
• Management of the project (approach and procedure for project coordination).
• Personnel assignment plan (who, when, what work steps), including explanation and specification of expert days);
• CVs of key staff (3) in English or Romanian language. The CVs shall not exceed 2 pages each. They must clearly show the position and job the proposed person held in the reference project and for how long;
• Copy of the company’s registration certificate in the Republic of Moldova, any available licenses and/or permits;
• Company bank data, including bank name, code, and IBAN in MDL.
• No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.

1. Financial offer (in a separate sealed envelope), containing the overall gross amount for the realization of each activity / deliverable, as well as a total budget expressed in MDL, VAT exclusive. Only costs listed in the financial offer can be reimbursed.

Bids evaluation will be performed based on the ratio 70% for the technical offer (including company or CSO / expert’s experience, capacity to perform as required, correspondence of the technical offer to the conditions set in the TOR) and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than MDL (Moldovan Lei) will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
