Tender no 83446076 for contracting a service provider in supporting the Moldovan Government in evaluating the existing diaspora mobilization programs

The German Development Cooperation through GIZ is seeking to contract a provider that will offer support to the Moldovan Government in evaluating the existing diaspora mobilization programs within the Policy Advisory Fund project. The services within the assignment will be provided in the period September-December 2023.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

For the Terms of Reference (ToR) and eventual questions, please address a message to the

e-mail: tenders-giz-moldova@giz.de indicating the tender number in the message title, not later than August 30, 2023, 15:00 Chisinau local time.

The tender is open to companies resident in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.

Specific requirements towards the bidders:

  • The tender is open to private companies, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova;
  • At least three years of proven experience at national and/or regional level in program evaluation;
  • Proven expertise in public policies documents development, previous expertise in developing regulations for programs implemented by state institutions;
  • In-house expertise in the field of Diaspora, Migration, Development will be a strong advantage.

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

  • Company / organization profile. Description of relevant implemented projects/consultancies of similar scope;
  • Letter of interest, including a brief statement of understanding the assignment’s expectations (up to 2 pages);
  • Brief description of the proposed project team (CVs of experts);
  • Copy of the offeror’s registration certificate in the Republic of Moldova;
  • Copy of the latest financial report.

2. Financial Proposal, containing (in a separate document):

  • Detailed financial offer, based on the requirements within pt. 3 of the ToR, including the total budget in MDL, VAT 0%.
  • Other costs to ensure the implementation of the assignment according to the requirements (necessary logistic arrangements and other subcontracted services, etc.).

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer. Shortlisted applicants might be asked for an interview and additional information.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83446076, not later than September 4th, 2023, 15:00 Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
