EpiC Moldova Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC), an eight-year global project funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control and preventing, preparing for, responding to, and bolstering health systems to address COVID-19. While originally designed as a HIV program, EpiC has been modified to accept COVID-19 funding and is currently implementing COVID-19 activities in over 50 countries.

In Moldova, EpiC is providing pre-installation site preparation to support oxygen delivery at four hospitals receiving pressure swing adsorption (PSA) oxygen generator plants procured through the Global Fund's COVID-19 Response Mechanism grant. We are currently seeking qualified Project Management Consultant to carry out a short-term Scope of Work in Moldova with the EpiC project.

We are currently seeking qualified organizations or individuals to provide oral interpretation and written translation services in Moldova.

Scope of Work

To support FHI 360/EpiC's project in Moldova, we are looking for an organization or an individual to provide the following translation and interpretation services at the country level:

Translation Services:

1. Moldova oral interpretation and written translation services:
   1. English – Russian
   2. English – Romanian
   3. Russian – English
   4. Romanian – English
   5. Russian – English
   6. English - Russian

In your response, please indicate what language sets you will be bidding on. FHI 360 reserves the right to issue multiple awards per language set.

Logistics Support:

Renting of simultaneous interpretation equipment including microphones and headphones

Proposals should include the following costs:

• Written translation of documents per word(s) (English ↔ Romanian ↔ Russian)
• Written translation of slides (English ↔ Romanian ↔ Russian)
• Simultaneous interpretation (English ↔ Romanian ↔ Russian)
• Consecutive interpretation (English ↔ Romanian ↔ Russian)
• Rental costs of simultaneous interpretation equipment
• Local travel costs (if applicable)
• Any other fees which may be applicable and added to the noted items

Location of Work:

FHI 360 plans to issue one contract. This work will take place primarily in Moldova and/or remotely, but selected vendors should be able to travel domestically within the country, if requested. Applicants should have local staff in Moldova which they are proposing to conduct work.

 Evaluation Criteria

Proposals will be evaluated in accordance with the following criteria: Award will be based upon organization's or individual's experience providing English ↔ Romanian/Russian written and oral translation services on relevant COVID-19, project management, or health assignments; professional references from work conducted; average written translation assignment turnaround time; and proposed rates.

Required Documentation

Proposals must include the following components:

1. Submit the following materials directly to EpiCMoldova@fhi360.org and please indicate in the subject line: EpiC Moldova Translation Services
   • Cover letter in English signed by authorized official of vendor or the individual vendor
   • Proposal in English (limited to 2 pages) that includes:
     • Qualifications and experience of organization or individual which is relevant to the proposed work (for example, mission, major activities, and credentials for carrying out work)
     • Qualifications and experience of staff including a list of personnel to be used on this assignment and their qualifications, such as CV, education, accomplishments and any other pertinent information each of the key personnel to be assigned for direct work on the assignments. If it is an individual, the CV of the individual will be sufficient.
     • Experience providing translation services in the health field with specific work examples.
     • Average written translation request turnaround time.
   • Completed price sheet using the "Attachment A – Price Sheet" template
   • Appendices (Including one or more of the following, as appropriate)
     • Registration number, if applicable
     • List of other current clients and uses (as appropriate to the project)
     • Business/performance references from organizations working in the health field (limited to two)
   • FHI 360 Biodata form (if applying as an individual)
