Tender no. 83438226 Development of an interactive map of industrial platforms with virtual tours

The German Development Cooperation through GIZ is looking for a company to develop an interactive map of industrial platforms with virtual tours, within its “Strong Businesses and Communities for Moldova” project.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

For the Terms of Reference (ToR) and eventual questions, please address a message to the

e-mail: tenders-giz-moldova@giz.de indicating the tender number in the message title, not later than May 19, 2023, 15:00 Chisinau local time.

The objective of this assignment is to produce high-quality video and images of surface objects (indoor and outdoor) and landscapes captured both by terrestrial and aerial photography means. The images shall be processed to obtain an interactive map and virtual tours of the proposed investment locations, be it constructions and /or land areas.

The service provider is expected to deliver digital images and video materials in high resolution, shot as a RAW file (300 pixels/inch: minimum size 3000 x 2000 pixels) and the same selection in lower resolution/ Web format (1000 pixels longer edge, JPEG format). The list of locations (industrial platforms) is presented in the ToR.

Based on the video and photo materials collected, the service provider shall develop an interactive map with virtual tours of each above-mentioned location and store it on an accepted web platform for further incorporation and visualization on www.iplatforms.gov.md of the Invest Moldova Agency.

The tender is open to private companies resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.

Offers must be prepared in English or Romanian.  

Proposals must be submitted in two parts, consisting of (according to TOR): 

  • Part 1:  Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables
  • Part 2:  Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer. 

All personal data are for the internal use of GIZ; confidentiality guaranteed. 

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83438226) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 23.05.2023 time 15:00. 

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
