The German Development Cooperation through GIZ is looking for an individual expert (Technical expert) able to support the team of the SMEs Development Fund (FACEM) in operational activities and processes, within its “Strong Businesses and Communities for Moldova” (SBC) project.
For the Terms of Reference (ToR) and eventual questions, please address a message to the e-mail: tenders-giz-moldova@giz.de, indicating the tender number in the message title, not later than April 19, 2023, 15:00 Chisinau local time.
The objective of this assignment is to support the FACEM team in operational activities and processes, as well as support the SBC project team in coordination of assistance provided to the Organization for Entrepreneurship Development (ODA) in the resource management of FACEM fund.
To achieve the objective, the expert shall perform the following tasks:
- Regular communication with the SBC project and FACEM teams, in regard to FACEM fund;
- Support the FACEM team with a marketing plan to attract potential partners / donors, or reaching out to existing partners/donors who are interested in supporting the fund;
- Assistance in drafting internal documents, related to the implementation of activities and products;
- Support the FACEM team in communication with other partners or potential partners/donors and advice on coordination measures;
- Support in other activities related to the smooth implementation of FACEM activities, in correlation with the proposed objective.
Offers must be prepared in English.
Applications shall include:
- detailed CVs – underlining relevant professional experience,
- financial offer including:
- gross daily rate in MDL and a total amount per up to 60 workdays of assignment, from the end of April 2023 – end of December 2023.
- total budget in MDL.
Only costs as per the financial offer are subject to reimbursement.
Bids evaluation will be performed based on the ratio 70% for the technical offer (CV) and 30% for the financial offer.
Successful offerors will be further asked for additional documentation such as copy of ID, bank data and other, as it might be required for the contracting. The successful finalist will be issued a short-term consulting contract.
Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83435998) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 20.04.2022 time 15:00.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
