Assignment Title: Developing Technical Specifications for SIME-TB Information System and SIME-HIV Information System

The Center for Health Policies and Studies (PAS Center) as a Sub-Recipient has received financing from the Global Fund to Fight AIDS, Tuberculosis and Malaria toward the cost of the „ Strengthening Tuberculosis control and reducing AIDS related mortality in the Republic of Moldova” Grant, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) consist of developing Technical Specifications for SIME-TB Information System and SIME-HIV Information System.

The PAS Center now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Company qualification requirements and shortlisting criteria are indicated in the Terms of Reference.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
