Aiming to assess the baseline and test the initial assumptions for an ongoing project, the National Democratic Institute (NDI) seeks to contract a research vendor that would carry out one face-to-face national survey in the Republic of Moldova.

Description of the assignment

NDI wants to explore citizens’ perceptions and attitudes towards a series of issues, as well as to understand particular views and preferences of different categories of the population. The survey shall allow analysis according to the following categorization: Romanian speakers/Russian speakers, urban/rural population, age categories, geographic areas (North, Center, South). For the purpose of this bid, assume sample sizes of 2,000 completed interviews for the national sample.  They should be computer-assisted personal interview (CAPI) surveys only, i.e., conducted on tablets.

Timeline of the assignment

This assignment is to be conducted in two stages:
- 1st stage -  Selection of the successful vendor and contract signing, Questionnaire design and approval (estimated time November - December 2021);
-  2nd stage - Fieldwork for carrying out the survey (estimated time January - April 2022).

Eligibility criteria for vendors

- Officially registered legal entity with full capacity to act. 

- At least 5 years of experience in conducting surveys and opinion research

- Previous experience in working with NDI or other international organizations will be considered an asset.

Requested documents

All proposals should indicate an anti-COVID-19 mitigation plan. Your proposal should also include the following information:

• General information about your firm;
• A list of previous clients;
• Statement of previous experience in conducting the type of research included in your proposal;
• A description of the management (including quality control measures) and field team qualifications for this project.
