REQUEST FOR EXPRESSION OF INTEREST

To participate in the procedure of Framework Agreement for Procurement of media planning services and purchase of advertising time to ensure the broadcasting at national, regional and local level, of non-commercial video spots produced

To whom it might concern,

The “Strategic Communication and Support to Mass‐Media” project funded by the European Union is looking for the procurement of media planning services and purchase of advertising time to ensure the TV, Radio and online broadcasting at national, regional and local level, of one non-commercial video spot produced.

Duration of the assignment: November 2021 – December 2022.

Objective: The selected company/agency will be expected to deliver any of the following, as required, during the whole duration of the contract:

• Develop a plan & detailed schedule for the broadcasting of non-commercial video spots with a duration of (up to) 55-60 seconds, in two versions, Romanian and Russian;
• The spots must be broadcasted in time slots that ensure a broad reach. To the extent possible, and in the most cost-effective way, we seek a substantial prime time exposure;
• The broadcasting plan must include national, regional & local TV and Radio channels and various national/regional/local web platforms;
• The selected company / agency must ensure the proper monitoring of the agreed broadcasting schedule by the engaged TV channels;
• The selected company / agency must provide at the end of the broadcasting period a detailed report concerning the broadcasting (day, time, TV program / show, indicators regarding reach etc.)

Conditions for qualification: official registration (for legal entities); three years of experience in PR, marketing and broadcasting; demonstrated experience of planning and conducting TV/Radio and online broadcasting at national, regional and local level.
