The Comunitatea Mea program, administered by the International Research and Exchanges Board (IREX) and funded by United States Agency for International Development (USAID), invites bidders to submit a proposal for “Comunitatea Mea - Citizen Information and Service Centers equipment and software procurement” per the requirements stated in this solicitation.

Purpose: The aim of the assignment, to be awarded as a result of this RfP, is to equip the Citizen Information and Service Centers (CISCs) with the necessary IT equipment and basic software, including computers, network equipment and peripherals for improving citizens’ information service. The CISCs will be established in five LPAs assisted under the Comunitatea Mea Program. The exact locations will be disclosed after the selection of the final Bidder.

Timeline for submission:

  • If the Bidders have questions or clarifications, they can submit the question or clarification to tender.cm.md@irex.org until 17:00 on April 27, 2020 indicating the tender number in the subject title. IREX will respond in writing to any request for clarification.
  • IREX shall publish its responses on its website as a Bid Bulletin, including a description of the inquiry, but without identifying its source, on May 4, 2020.
  • Bids must be received by IREX not later than 17:00 on May 10, 2020. Your offer must be comprised of a technical proposal and a financial proposal. Applications received after the deadline, as well as incomplete applications will not be considered.

              

Estimated timeline of equipment delivery: June 1, 2020 – July 15, 2020

Evaluation of the Proposals: IREX will consider a combination of technical score and financial score, with a ratio of 50-50. Detailed criteria and formulas are provided in the RfP.

IMPORTANT: All proposal prices indicated in the financial proposal should be quoted in Moldovan Lei (MDL), and should indicate VAT 0%.
