Hardware Storage Solution for Media Server

Millennium DPI Partners, LLC is an international development firm based in the United States of America, which is implementing the USAID-funded Open Justice Project in Moldova. Open Justice will assist the Government of Moldova to improve the efficiency and transparency of the Moldovan judicial system and improve access to justice for citizens of Moldova.

Millennium DPI Partners, through the Open Justice Project, developed a new Integrated Case Management System (ICMS). The ICMS is an electronic tool for the Moldovan courts to reduce corruption and promote transparency in the justice system. One of the key components of new ICMS is the integration with audio recording system of court hearings (SRS Femida).

The Agency for Court Administration (ACA/MoJ) requested the Open Justice Project support in upgrading the existing audio recording system of court hearings in order to improve its usability, decrease storage requirements and integrate it with ICMS, including the public-facing e-File module and purchase a storage solution for storing 500 TB of audio files with court hearings recordings.

Via this Request for Quotations, Millennium DPI Partners is inviting experienced specialized firms from the Republic of Moldova to participate in the tender for delivering storage solution in accordance with the specifications set forth below.

General Eligibility Criteria:  

To be eligible to participate in the present tender, the Offerors shall meet, at a minimum, the following requirements listed below:

• Be a legally registered company in the Republic of Moldova;
• Have at least three years of proven experience in selling and distribution of similar IT equipment on the Moldovan market;
• Have at least two successfully completed similar assignments on the proposed storage solution in the last three years. Successful completion of similar assignments should be proved by reference letters that the Offeror must provide to Millennium DPI Partners.

Companies interested in submitting an offer may request the full Request for Quotations (technical requirements, completion instructions, detailed deliverables) by sending an email to office@openjustice.md with the subject “Request for RFQ – Storage Solution for ICMS Media Server”.

Electronic copy of the signed written quotation shall be submitted to the email address office@openjustice.md with subject text “Storage Solution for ICMS Media Server” no later than April 17, 2020, 17:00 Moldova time. Main text of the email message should have contact data of the offeror. Late or incomplete quotations will not be accepted. Quotations not received by the closing date and time will not be accepted. All quotations must be submitted in English in an archived zip file protected by a password. Please don’t send password in the same message with the archive. We will revert to you with the request for password. In case the archive size is larger than 25MB, please provide through a cloud solution, e.g. Google Drive, MS OneDrive, DropBox, FileSharing etc.

Inquiries and/or requests for clarification to this RFQ must be made in writing via email to office@openjustice.md, noting “Questions: RFQ – Storage Solution for ICMS Media Server” in the subject line. All questions must be received via email no later than April 13, 2020, 17:00 Moldova time.
