Tender no 83348884 for the contracting of a short-term expert to prepare the legal amendments on freelancers’ contribution to the general public social and medical insurance systems

The German Development Cooperation through GIZ is looking for an individual expert to develop an analysis and legal amendments related to freelancers’ contributions to the public social and medical insurance systems, within the Economic Policy Advice to the Moldovan Government project.

The objective of this assignment is to develop the legal amendments on freelancers’ incorporation into the general public social and medical insurance systems based on the analysis of their contributions into the RoM public social and medical insurance systems.

To achieve the objective the expert shall perform the following tasks:

  • Analysis of freelancers’ contributions to the RoM public social and medical insurance systems;
  • Legal amendments on freelancers’ incorporation into the general public social and medical insurance systems;
  • Estimation of the overall welfare effect of the selected policy option.

Required qualifications:

  • Background and degree in social sciences, economy, law or another relevant field;
  • At least 3 years of professional experience, related to social sciences, social and medical insurance aspects, regulatory aspects etc.;
  • Extensive knowledge of the Moldovan taxation system principles;
  • Proven experience in drafting reports, analyses, assessments and/or legal documents;
  • Experience in collaboration with the Government institutions;
  • Excellent analytical and interpersonal skills;
  • Previous experience in work with GIZ represents an advantage.

  • financial offer, including gross daily rate in MDL and a total amount per up to 40 workdays of assignment, for the period February 2020 – May 2020;

The successful finalist will be issued a short-term consulting contract with the possibility of further extension or follow-on contract conclusion.

 Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
