REQUEST FOR QUOTATIONS

for security testing and security audit of the

Integrated Case Management System (ICMS) software

 Millennium DPI Partners, LLC is an international development firm based in the United States of America, which is implementing the USAID-funded Open Justice Project in Moldova. Open Justice will assist the Government of Moldova to improve the efficiency and transparency of the Moldovan judicial system and improve access to justice for citizens of Moldova.

Millennium DPI Partners, LLC, through the Open Justice Project, is implementing a new Integrated Case Management System (ICMS). The ICMS is an electronic tool for the Moldovan courts to reduce corruption and promote transparency in the justice system. By present call for quotes, Millennium DPI Partners, LLC intends to offer technical assistance to the Ministry of Justice of the Republic of Moldova for security testing and security audit of the Integrated Case Management System (ICMS) software used by Moldovan courts.  

Thus, Millennium DPI Partners, LLC is inviting qualified national and international consultants (individuals or companies) to submit quotations for security testing and security audit of the ICMS on the basis of the following minimum qualification requirements:

• Professional experience in quality assurance including security testing and audits (during the last 5 years);
• At least one successful project completed in the last three years in quality and security testing/audit;
• Demonstrated extensive knowledge of Software Quality and Security Assurance of ICT projects;
• Experience in working with governmental organizations would be an asset;
• Certification obtained related to quality and security management (ISO 9001, ISO 27001) would be an asset.

Each eligible Offeror that intends to submit a quotation in response to this Request for Quotations should register immediately with Open Justice Project to request the complete Request for Quotations, which contains the technical specifications and full instructions for submitting quotations. 

To register, the Offeror shall send an e-mail to office@openjustice.md with the subject “Request for RFQ – Security testing and security audit of the Integrated Case Management System (ICMS) software” and the name and contact details.

An original and one copy of the written quotation shall be delivered, in separate sealed envelopes, no later than November 22, 2019, 17:00 Moldova time, to the following address:
