OPEN CALL FOR PROPOSALS: Independent Media Grants for Democratic Dialogue

Implementation period: August–December 2025

International Media Support (IMS), under the Moldova Media Information Integrity and Democracy (M-MIIND) programme, invites independent Moldovan media outlets to apply for resilience-building grants. These grants are intended to support the production of fact-based, inclusive, and engaging media content that contributes to Moldova’s democratic dialogue in the context of the 2025 parliamentary elections.

This open call responds to the growing need for independent journalism that supports public access to credible information and enhances civic understanding, inclusion, and participation during a critical period for Moldova’s democratic development.

Objective

The objective of this call is to support independent media initiatives that contribute to:

• Public access to timely, fact-based, and balanced information;
• Strengthening democratic dialogue and civic engagement;
• Fostering public trust in democratic institutions and electoral processes;
• Inclusive storytelling that reflects the diversity of Moldova’s population and encourages participation from underrepresented communities.
  
  

Project Timeline

• Recommended implementation period: August 1 – December 31, 2025
  
• Alternative timelines may be considered with clear justification.
  
  

Eligibility Criteria

To be eligible, applicants must:

• Be a legally registered and independent media outlet in Moldova;
• Produce original content in Romanian, Russian or other languages spoken inside Moldovan communities;
• Demonstrate adherence to journalistic ethics and public interest reporting;
• Commit to integrating Diversity, Equity, and Inclusion (DEI) principles in project design and implementation;
• Have experience in multimedia content production, including video and/or digital formats.
  
  

Content Formats

This call welcomes proposals using a range of formats, including but not limited to:

• Talk shows;
• Investigative and analytical reports;
• Human interest stories;
• Social media reels;
• Infographics and other visual formats.
  
  

There is no pre-defined preference for format. Applicants must justify the proposed format based on audience needs and project goals. Proposals should clearly demonstrate how the selected format will effectively engage the target audience and contribute to the stated objectives.

Target Audiences

Special consideration will be given to projects that:

• Target youth, women, marginalized communities, and language minorities;
• Address the information needs of regions outside Chișinău, including the Transnistrian region;
• Focus on communities with historically limited access to independent information or reduced trust in democratic processes.
  
  

Budget and Funding

Budgets must be:

• Justified, cost-effective, and clearly aligned with the proposed activities;
• The number of selected projects (up to 8) will be determined based on the quality of applications and available funding.
  
  

Selection Procedure

During the due diligence process, applicants’ programmatic, financial, and administrative capacity will be reviewed. IMS reserves the right to exclude any applicant that does not meet the minimum capacity requirements.
