CALL FOR EXPERTS – Household-Level Project Implementation Expert (Expert Pool)

Consultant for Household-Level Project Implementation

1. Background 

Skat Consulting Ltd. is recruiting one or several consultant(s) to complement its pool of experts supporting the sanitation program of the ongoing project ApaSan28 funded by the Austrian Development Agency. Experts in the pool may also be considered for smaller assignments in other projects implemented by SKAT in Moldova. These projects build on SKAT successful initiatives in water, sanitation, and energy sectors in Moldova since 2009. The aim is to address rural water and sanitation challenges and promote sustainable decentralized WASH. SKAT works in partnership with the Fundația Centrul Moldo-Elvețian pentru Cooperare SKAT in Moldova. 

This recruitment process aims to establish a pool of qualified experts who may be engaged for specific assignments based on project needs. More than one candidate may be selected under this recruitment process. Inclusion in the pool does not guarantee a minimum volume of work or the award of specific assignments.

2. Project Objectives 

The projects aim to contribute to the provision of safely managed water services and sanitation in selected rural areas. This includes efforts to work towards the creation and rehabilitation of water supply systems, the implementation of septic tanks and the recognition of decentralized and safely managed sanitation options by authorities as viable, cost-effective, and environmentally sustainable solutions for sanitation in rural Moldova.

As part of its sanitation activities, the project supports the installation of individual wastewater treatment systems, including septic tanks, at household level in selected rural communities. The programme requires close coordination between SKAT Moldova, local public authorities, contractors, household beneficiaries and other relevant stakeholders to ensure that the systems are properly installed, technically compliant, operational and sustainable.

The initial implementation areas include Stoianovca, Antonești and Leca in Cantemir District, and Sîrma in Leova District, with the possibility of extending activities to additional communities in accordance with project decisions.

SKAT Moldova intends to engage a Consultant to support, coordinate and monitor the implementation of the programme from household assessment and beneficiary selection through installation, commissioning, acceptance and follow-up.  

3. Scope of Work 

The Consultant will support and coordinate field activities, monitor contractor performance, facilitate cooperation with local stakeholders and ensure that the installations meet the required technical and quality standards. Key responsibilities include: 

A. Household Assessment and Community Engagement

• Conduct household-level assessments to determine beneficiary eligibility and the suitability of proposed sanitation interventions.
• Engage with local communities, public authorities and individual households to explain programme objectives, eligibility criteria, participation conditions and implementation procedures.
• Support the beneficiary application and selection process, including verification of information and supporting documentation.
• Prepare and coordinate the signing of individual beneficiary agreements, ensuring that households understand their obligations, financial contributions and maintenance responsibilities.

B. Implementation Coordination and Monitoring

• Coordinate implementation activities with contractors, local public authorities, household beneficiaries, technical specialists and other relevant stakeholders.
• Monitor the progress of installation works against agreed implementation schedules, technical requirements and project targets.
• Conduct regular field visits to monitor works, identify implementation problems and follow up on corrective actions.
• Identify implementation risks, delays and bottlenecks and propose practical solutions in coordination with the Project Manager.
• Support verification of compliance with applicable sanitation regulations, technical requirements and project procedures, in coordination with designated technical specialists.

C. Documentation, Compliance and Reporting

• Prepare, review and maintain beneficiary agreements, assessment forms, monitoring records and other relevant programme documentation.
• Maintain accurate and up-to-date beneficiary records and ensure that changes are properly documented and approved.
• Ensure appropriate handling of beneficiaries’ personal information in accordance with applicable data protection requirements and SKAT procedures.
• Provide regular progress updates and reports, including completed activities, implementation challenges, outstanding issues and recommended follow-up actions.

D. Completion, Handover and Follow-up

• Coordinate final inspections, commissioning and handover procedures in collaboration with responsible technical specialists and contractors.
• Verify the completeness of handover documentation and ensure that identified deficiencies are followed up.
• Ensure that household beneficiaries receive appropriate information on the safe operation and routine maintenance of installed sanitation systems.
• Support post-installation follow-up activities, where required by the project.

The position is based in Chișinău, Moldova. The Consultant shall be available for field visits whenever required for the supervision of installation works, technical inspections, coordination with contractors and other project team members, resolution of site-specific issues, and verification of completed installations.

The workload will vary significantly depending on the progress of project implementation and the organisation of the project team.

The assignment will involve frequent travel to rural and remote locations throughout Moldova, including overnight stays when required to ensure effective and timely implementation of project activities.

The Consultant shall be able to undertake field visits independently and drive project vehicles with manual transmission.

SKAT intends to establish a pool of qualified consultants through this selection process. Multiple candidates may be selected and engaged under separate consultancy/service agreements, depending on their expertise, availability and project needs. Specific assignments and the corresponding number of working days will be agreed upon individually. Selection for the pool does not guarantee any minimum volume of work.

The position is offered as a service contract and the remuneration will be based on working days.

Start date is anticipated for January 2027.

End date of the contract is April 2028 or end of the ApaSan28 project.
