Job Description

Background

Preventing and combating corruption is a priority for the Government of the Republic of Moldova and central to its European Union accession agenda. The authorities have adopted the National Integrity and Anti-Corruption Programme 2024–2028 and are strengthening the institutions that deliver it. Moldova is also a State Party to the United Nations Convention against Corruption (UNCAC), and these reforms support its implementation. The focus is now on putting these frameworks into practice, with sustained technical support.

UNDP implements one component of the EU-funded project ‘Support in combating and preventing corruption and organized crime in the Republic of Moldova’, together with Expertise France and Civipol. The consortium project seeks to reduce corruption and financial crime, including money laundering, by strengthening effective, efficient, independent, and accountable justice, prosecution, and investigation systems. The project will support the application of EU standards and relevant OECD and GRECO recommendations, strengthen institutional ownership, and promote preventive, risk-based, and evidence-driven approaches to integrity management.

The UNDP component is delivered as part of the REDACT project. REDACT (Resilient Democracy through Anti-Corruption) strengthens the capacities of anti-corruption, law enforcement and justice institutions, improves coordination among them, and supports oversight by civil society and the media. More information is available on the REDACT project page.

Under the UNDP-led project component, the intended outcome is to enhance institutional capacities across government to mainstream anti-corruption and integrity frameworks. A central intervention is focused on supporting the establishment and mentoring of a cross-institutional network of integrity, ethics, and corruption-prevention practitioners. Additionally technical assistance to enhance corruption risk identification and mitigation through a combination of strategic analysis, legislative review, sectoral analysis, and digital analytical enablement will be provided.

The Anti-Corruption Analyst will provide substantive and analytical leadership on the activities of the UNDP-led component that relate to the monitoring of the National Integrity and Anti-Corruption Programme, support to the existing cross-institutional network of integrity and ethics tutors, the reinforcement and adaptation of national integrity and anti-corruption instruments, and the strengthening of institutional analytical capacities to identify and address integrity risks.

Duties and Responsibilities

The Anti-Corruption Analyst will have responsibility to deliver substantive technical outputs and effective engagement with partners. The incumbent will act as a technical lead and trusted adviser to national partners, and is expected to spend a large part of the working time with the partner institutions, at their premises, in their working groups and in consultations, delivering analysis, providing hands-on technical assistance and helping institutions align their work. Building relationships of trust and credibility with national actors is central to the role.

I.    Lead Technical and Substantive Support on NIAP Monitoring, Integrity and Anti-Corruption Instruments, and Institutional Risk Analysis:

  • Lead the technical implementation of the assigned activities (NIAP monitoring, support to the network of integrity and ethics tutors, integrity and anti-corruption instruments, and institutional analytical capacity), providing hands-on analysis and advice to the partner institutions and the Project Team.
  • Lead the substantive support to the National Anti-Corruption Centre (NAC) in coordinating, monitoring and evaluating the implementation of the National Integrity and Anti-Corruption Programme (NIAP) 2024–2028, including indicator frameworks, data collection and reporting protocols, and quarterly monitoring cycles with implementing institutions.
  • Provide the substantive content for the digital monitoring dashboards (indicators, visualisation logic, reporting formats and analytical outputs) in close cooperation with the ICT Analyst, who leads their technical implementation, and, for the monitoring of integrity and work ethics guidelines, with the tutors and reporting institutions.
  • Support the preparation of periodic, data-driven NIAP progress reports and of the quarterly progress-reporting meetings with responsible institutions, and facilitate peer exchange among the members of the NIAP Monitoring Group, reporting institutions and civil society.
  • Provide advisory support to the midterm review and final evaluation of the NIAP, including the methodology, terms of reference and quality assurance of evaluation outputs, and coordinate the engagement of civil society organisations in independent shadow reporting.
  • Guide the review of the legislative and regulatory framework for integrity and anti-corruption mainstreaming, including its alignment with EU standards and OECD and GRECO recommendations, and contribute to the preparation of regulatory proposals.
  • Support the adaptation of existing national integrity and anti-corruption instruments, including integrity plans and early-warning and data-sharing mechanisms, in close cooperation with NAC, the National Integrity Authority (NIA) and other relevant institutions.
  • Contribute to the review and update of integrity and ethics learning materials, including a training track for newly elected local officials, and to awareness-raising on integrity obligations and tools, in cooperation with NAC, NIA and the National Institute of Public Administration and Management (INAMP).
  • Support the engagement of civil society organisations and the private sector in detecting, analysing and reporting integrity risks, including through the reLAWed platform and the interoperability of the e-Expertise system with Particip.gov.md.
  • Lead the substantive work on strengthening NAC’s capacity to analyse integrity plans and to identify trends, recurring risks and sectoral vulnerabilities, including analytical training and mentoring of NAC officials.
  • Guide targeted corruption risk assessments in the sectors identified as highest risk and the development of risk remediation plans, ensuring methodological soundness and the use of the evidence generated.
  • Facilitate the co-creation of legislative and regulatory proposals between NAC and other institutions on the basis of the risk assessment findings.
  • Support the National Integrity Authority in strengthening its analytical and oversight capacities on asset and personal interest declarations, including risk typologies, verification methods and the referral of cases to law enforcement.
  • Conduct research, analytical reviews, assessments, mapping exercises, and other evidence-based analyses to inform project interventions, policy dialogue, and decision-making processes.
  • Develop and contribute to technical papers, concept notes, guidance materials, analytical reports, recommendations, briefs, and other substantive knowledge products relevant to the project objectives.
  • Support the identification of institutional needs, opportunities, risks, and challenges related to governance, integrity, accountability, and anti-corruption mainstreaming and reforms, and propose practical solutions and recommendations.
  • Review and provide technical feedback on deliverables prepared by consultants, service providers, implementing partners, and other stakeholders to ensure quality and alignment with project objectives.
  • Monitor developments, trends, good practices, and emerging issues relevant to the assigned thematic areas and provide technical advice to support adaptive project implementation.
  • Document technical lessons learned and good practices from the assigned activities and feed them into the policy dialogue with partners.

II.    Contribute to the network of integrity and ethics tutors:

  • Contribute to the further development of the existing network of integrity and ethics tutors, the in-house focal points designated by state institutions, and of the related communities of practice, working with NAC and the participating institutions.
  • Provide technical input to the competency model for the tutors and to their structured training, including on building trust in the tutoring mechanism within institutions, confidential peer advice, integrity plans, mitigation measures, corruption risk assessment and compliance.
  • Contribute technical sessions and mentoring to the training of the tutors, and guide expert trainers where engaged, so that the tutors apply consistent methodologies and monitor implementation in their institutions.
  • Support NAC in convening regular community-of-practice meetings, and contribute technical content to joint working groups, case-based learning, exchange visits and the online learning space on MLearn; logistics for meetings, visits and events are organised with the Project Analyst and Operations.
  • Facilitate peer-to-peer exchanges, in which high-performing institutions share their experience with others, and structured dialogue among NAC, the tutors and civil society.
  • Capture insights from the tutors on emerging risks, vulnerabilities and good practices, and feed them into NAC’s risk analysis and the adaptation of integrity instruments.

III.    Lead the implementation of the assigned activities:

  • Act as a subject matter expert for the assigned interventions, leading on the substance and guiding the work of other experts and service providers where engaged, and provide timely technical advice and support to the Project Team and stakeholders and ensure outputs are delivered on time and to high-quality standards.
  • Ensure that the analyses, instruments and capacity building supported under the assigned activities integrate a gender equality and inclusion perspective, to the extent the local context allows.
  • Draft the technical specifications and terms of reference for the studies, expertise and services required under the assigned activities, and assess the technical quality of offers where requested; procurement itself is managed by the Project Analyst and Operations.
  • Keep the Project Manager regularly informed on the substance and status of the assigned activities and of the relationships with partners, flagging emerging risks and needed adjustments early.

IV.    Build relationships of trust and provide hands-on support to national partners:

  • Work side by side with NAC, NIA, INAMP, the integrity and ethics tutors and other public institutions, spending a large part of the working time at their premises and in their meetings, to understand their mandates, priorities and constraints and to provide timely, practical and candid technical advice.
  • Act as the day-to-day technical interlocutor of the counterpart institutions for the assigned activities, building and sustaining relationships of trust with senior officials, technical staff, civil society organisations and academia on the basis of reliability, discretion and technical credibility.
  • Align the project’s support with the institutions’ own plans and priorities, and help the institutions align with one another (including on methods, data-sharing and the division of responsibilities), so that results are owned and sustained by national actors.
  • Represent UNDP at technical level in the NIAP Monitoring Group, working groups and coordination platforms, and coordinate with the other partners supporting Moldova’s anti-corruption reforms, including the consortium partners of the EU-funded project, to ensure complementarity.

V.    Contribute substantive inputs to project monitoring and reporting:

  • Provide accurate and timely substantive inputs (evidence, analysis, indicator data and progress narrative) on the assigned activities to the Project Analyst and the Project Manager for the project, donor and government reports, which they compile.
  • Identify, analyze, and report emerging issues, problems, and risks to the Project Manager, and support in implementing mitigation measures.

VI.    Build institutional capacity and share technical knowledge:

  • Design the technical content of, and deliver or lead, capacity building for partner institutions (including analytical mentoring, peer learning and training), involving technical experts and service providers where needed; logistics are organised with the Project Analyst and Operations.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Anti-Corruption Analyst will work under the direct supervision of the Project Manager, without supervisory responsibilities, in close cooperation with Programme, Operations, Communications and other teams in the Country Office (CO) for an effective achievement of results, anticipating and contributing to resolving project-related issues and information delivery.  The incumbent is expected to spend a large part of the working time with partner institutions rather than in the UNDP office. The 130 working days are planned with the Project Manager and scheduled around the partner institutions’ calendars and the project milestones. Two Anti-Corruption Analysts will be engaged. The Project Manager allocates the assigned activities between them at the start of the contract, so that the work proceeds in parallel and each has a clear focus.

He/she also will collaborate with the Project Analyst and the ICT Analyst of the project, other UNDP projects, National Anticorruption Center (CNA), National Integrity Authority (ANI), the network of integrity and ethics tutors and other national stakeholders. The Project Analyst leads project planning and budgeting, operational and procurement management, the results framework and donor reporting, and the organisation of events and knowledge products; the Anti-Corruption Analyst leads the technical substance and the relationships with national partners on which these depend, and provides the substantive inputs they require. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.
