Job Description

Background

Over the past three decades, corruption has remained one of the most persistent and structurally embedded challenges confronting the Republic of Moldova. The anti-corruption reforms initiated over the years have, for the most part, been normatively correct, yet lacking in real transformative impact in practice. At the same time, the phenomenon affected multiple sectors and manifested in increasingly sophisticated forms, ranging from petty administrative corruption to organised crime, large-scale fraud, and money laundering. The combination of perceived impunity, selective enforcement, and lengthy proceedings in corruption-related cases has contributed to a general belief that accountability mechanisms remain fragile. This environment has, in turn, affected citizens’ trust in the state’s ability to prevent, detect, investigate, and sanction corruption and related financial crimes in an effective and impartial manner.

In this context, UNDP has been engaged in the implementation of the EU funded “Support in Combating and Preventing Corruption and Organized Crime in the Republic of Moldova” project.

The project seeks to reduce corruption and financial crime, including money laundering, by strengthening effective, efficient, independent, and accountable justice, prosecution, and investigation systems. It responds to persistent weaknesses in Moldova’s anti-corruption framework, including fragmented institutional interventions, limited inter-institutional coordination, uneven implementation of integrity mechanisms, gaps in specialized expertise, and insufficient use of analytical and risk-based approaches. These challenges have limited the ability of public institutions to translate policy and legislative reforms into sustainable and measurable results.

The project is closely aligned with Moldova’s European Union accession agenda, the National Programme for Accession to the European Union 2025–2029, and the National Integrity and Anti-Corruption Programme 2024–2028. The latter provides the principal national framework for mainstreaming integrity and anti-corruption measures across public institutions, while the National Anti-Corruption Centre is responsible for coordinating, monitoring, and evaluating its implementation. The project will support the application of EU standards and relevant OECD and GRECO recommendations, strengthen institutional ownership, and promote preventive, risk-based, and evidence-driven approaches to integrity management.

Digital transformation will serve as an important enabling element of the UNDP-led component, supporting more effective monitoring, reporting, analysis and institutional coordination. The project will facilitate the development, adaptation and use of digital tools and platforms for cross-institutional data collection, visualization, analytical reporting, integrity monitoring, risk identification, learning and stakeholder engagement. This may include digital dashboards, improvements to existing governmental and civic platforms, online learning solutions, and interoperability between relevant information systems. The interventions will be developed in close cooperation with beneficiary institutions to ensure that the solutions are user-friendly, responsive to institutional needs, technically sustainable and capable of supporting evidence-based decision-making, policy adjustments and long-term institutional ownership.

Through these interventions, the component is expected to establish a more coherent, preventive and data-informed integrity system, improve institutional accountability and interoperability, strengthen national ownership of digital solutions, and enable public authorities to identify and address corruption risks more systematically. The ICT Analyst will support the implementation of this digital portfolio by ensuring that the solutions developed or enhanced under the component are technically feasible, secure, interoperable, user-centred and sustainable within the national institutional environment.

Duties and Responsibilities

The ICT Analyst will support the end-to-end implementation of digital solutions under the UNDP-led component, ensuring structured planning, technical design, procurement support, implementation monitoring and quality assurance in line with UNDP standards and beneficiary requirements. The Analyst will translate institutional and analytical needs into functional and technical specifications, support the selection and coordination of external service providers, monitor technical deliverables, and help ensure that developed solutions meet agreed requirements and are fit for institutional use.

The Analyst will also support testing, validation, deployment and handover of digital tools, including monitoring dashboards, analytical solutions, interoperability arrangements and enhancements to relevant government or civic platforms. Particular attention will be given to system usability, data quality, interoperability, sustainability, and effective knowledge transfer to beneficiary institutions.

Through this support, the ICT Analyst will help ensure that digital interventions under Component 3 are coherent, practical, institutionally owned and capable of strengthening data-driven monitoring, integrity risk analysis, reporting and evidence-based decision-making across public institutions.

In addition, the ICT Analyst will serve as the principal technical focal point between UNDP, the National Anti-Corruption Centre, other beneficiary institutions, government ICT entities, service providers and relevant stakeholders, ensuring that digital solutions under the UNDP-led component are appropriately designed, procured, implemented, integrated and handed over in line with institutional needs, applicable national requirements and UNDP quality standards

The ICT Analyst applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations. S/he is responsible and accountable to the Project Board for the project results within the limits of the assigned project.

The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

1. ICT advisory and digital solution design:

• Conduct ICT needs assessments covering existing systems, databases, reporting processes, institutional workflows and user capacities.
• Translate institutional and operational requirements into functional and technical specifications for digital products and system improvements.
• Provide technical advice on the design and configuration of digital monitoring dashboards for the National Integrity and Anti-Corruption Programme.
• Support the development of digital tools for cross-institutional reporting, data collection, validation, analysis, visualization and preparation of data-driven reports.
• Support the configuration of dashboards for monitoring integrity and work ethics guidelines, mitigation measures and sectoral corruption risks.
• Advise on indicators, reporting templates, data fields, validation rules, visualization formats and access permissions.
• Advise on the use or adaptation of existing governmental platforms, including MLearn, reLAWed, e-Expertise and Particip.gov.md, where relevant.
• Assess interoperability requirements between project-supported solutions and existing government information systems.
• Advise on data governance arrangements, including data ownership, access rights, institutional responsibilities and data-quality requirements.
• Support the standardization of data structures, definitions and reporting formats across participating institutions.
• Recommend appropriate technologies, hosting arrangements, licensing options and maintenance approaches.
• Ensure that proposed digital solutions are user-friendly, accessible, interoperable and suitable for sustainable administration by beneficiary institutions.
• Liaise with third-party service providers and technical partners to ensure effective collaboration, coherent implementation

2. Procurement and vendor support:

• Prepare technical inputs for Terms of Reference, technical specifications, statements of work and evaluation criteria for ICT products and services.
• Define functional requirements, minimum technical standards, expected deliverables and acceptance criteria.
• Develop technical requirements for software development, dashboard configuration, hosting, system integration, maintenance and technical support.
• Support market assessments and comparative analyses of available ICT solutions.
• Review licensing, intellectual property, data ownership and maintenance provisions for proposed solutions.
• Participate in the technical evaluation of proposals, bids, demonstrations and prototypes in accordance with UNDP procedures.
• Prepare technical clarification questions and provide technical inputs during procurement processes.
• Review suppliers’ proposed methodologies, technical solutions, implementation approaches and deliverables.
• Liaise with service providers and beneficiary institutions to clarify technical requirements and address implementation issues.
• Review technical deliverables submitted by contractors and provide recommendations on their acceptance or revision.
• Provide independent quality assurance of the developer’s deliverables, verifying compliance with functional specifications and agreed standards.
• Review and validate system functionalities and workflow configurations delivered by the developer, flagging risks, gaps, or deviations in a timely manner.
• Support the project team with regular status updates, including progress tracking, identification of bottlenecks, and recommended priority actions.

3. Implementation, quality assurance and capacity building:

• Coordinate technical activities with the Project Team, beneficiary institutions, government ICT entities, suppliers and relevant development partners.
• Facilitate consultations between institutional users, policy specialists, data specialists and ICT service providers.
• Participate in technical working groups, project meetings and coordination forums, as required.
• Monitor the technical implementation of ICT activities and identify delays, dependencies and implementation challenges.
• Provide regular technical updates on progress, outstanding issues and recommended actions.
• Prepare technical assessments, briefing notes, progress inputs and recommendations for UNDP and beneficiary institutions.
• Monitor institutional adoption and use of the digital solutions, including functionality, data quality and user feedback.
• Document technical decisions, implementation challenges, lessons learned and good practices.
• Identify opportunities for compatibility and complementarity with other national digitalization initiatives.
• Perform other ICT-related tasks required for the effective implementation of Component 3.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The ICT Analyst will work under the supervision of the Project Manager and Effective Governance Cluster Lead, in close cooperation with Programme, Operations, Communications and other teams in the Country Office (CO) for an effective achievement of results, anticipating and contributing to resolving project-related issues and information delivery.

In addition to internal collaboration, the incumbent maintains effective working relationships with implementing partners, government counterparts, civil society organizations, and other relevant stakeholders. This includes participating in coordination meetings, joint planning processes, and field missions, where applicable. The role also involves contributing to knowledge exchange and lessons learned within the project and across the broader UNDP portfolio. Throughout the assignment, the Analyst ensures full compliance with UNDP’s operational standards and promotes the organization’s values, including transparency, inclusivity, and accountability.

He/She will be given access to relevant information necessary for execution of the tasks under this assignment. The PSA holder will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, specific software, etc.) and must have access to a reliable internet connection. All communications and documentation related to the assignment will be in Romanian and/or English.

• Capacity to translate efficiently users’ needs into IT requirements around human-centered design principles. Knowledge of Oracle Cloud, Service Now, SalesForce.com, and Microsoft product an asset.

Required Skills and Experience

Education:

• Advanced university degree (Master’s Degree or equivalent) in Computer Science, Information Technology, Cybernetics, IT Management or a related field relevant to the position is required; OR
•  A first-level university degree (Bachelor’s Degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master`s degree.

Experience:

• At least 2 years (with Master’s Degree) or 4 years (with Bachelor’s Degree) of progressive working experience in one the areas of ICT/digital solution implementation, information systems, business or systems analysis, ICT project implementation, or related areas.

Required skills:

• Demonstrated experience in supporting the implementation, enhancement or management of information systems, digital platforms or other ICT solutions.

Desired skills:

• Demonstrated experience in conducting ICT/business needs assessments and translating institutional or operational requirements into functional and/or technical specifications.
• Professional experience in user administration, and/or information security, accessibility requirements, and/or the application of internationally recognized ICT standards and best practices in ITC project implementation (e.g. OWASP, ITIL, ISO/IEC 27001/27002).
• Professional experience in applying the Republic of Moldova’s ICT policies, regulatory framework and engaging with key sector-related stakeholders.
• Previous professional experience in supporting public institutions and/or law enforcement bodies.
• Practical knowledge of business intelligence, analytical dashboards and data visualization tools, including Microsoft Power BI or equivalent solutions.
• Previous professional experience in working with international organizations, including UN Agencies, USAID, World Bank, etc.

Required languages:

• Fluency in English and Romanian is required. 
• Working knowledge of one or more additional languages relevant for Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian or sign language is an asset.

The daily rate for this position is 3,000 MDL net.
