Assignment Title: Project Coordinator within PIU

The Government of the Republic of Moldova has received financing from the World Bank (Bank) toward the cost of the Moldova Modernization and Improvement of Rehabilitation Services Project and intends to apply part of the proceeds for contracting a Project Coordinator within PIU.

With this purpose, Ministry of Health of Republic of Moldova (MoH), seeks to contract an experienced individual local consultant in order to provide day-to-day management support to the MoH, and overall coordination of activities within the Project to ensure the implementation of the strategic objectives of the Moldova - Modernization and Improvement of Rehabilitation Services Project in compliance with the Loan Agreement between the Republic of Moldova and the International Bank for Reconstruction and Development (IBRD), the Pandemic Prevention, Preparedness and Response Trust Fund Grant Agreement between the Republic of Moldova and International Bank for Reconstruction and Development (IBRD), and the co-financing grant from the Swiss Agency for Development and Cooperation, within the agreed time frame and in line with relevant national laws.

            The Project Coordinator is responsible for:

To effectively coordinate Project implementation, the Consultant will fulfil the following tasks:

  • Provide overall operational coordination of Project implementation and of the work of PIU consultants, ensuring alignment of Project work plans, procurement activities, expenditures, budget implementation and expected results, while respecting the specific professional and fiduciary responsibilities assigned to individual PIU specialists under their respective Terms of Reference and contracts;
  • Coordinate the work with the Project Technical Working Group, including preparation of agendas and supporting materials, organization of meetings, documentation of decisions and recommendations, follow-up of agreed actions, and communication between the Technical Working Group, the Ministry of Health and the PIU.
  • Coordinate the monitoring of Project indicators and ensure accurate and timely reporting;
  • Coordinate with relevant MoH units, PIU consultants, and World Bank team members to ensure timely implementation of Project activities in accordance with the Financing Agreements, the Project Operating Manual, the Project Implementation Plan and approved work plans and budgets;
  • Coordinate Project implementation with relevant Ministry of Health units, beneficiary health institutions, governmental authorities, development partners and other stakeholders, and facilitate timely resolution or escalation of matters requiring their involvement;
  • Coordinate the preparation and internal review of Terms of Reference and other Project implementation documents, ensuring timely inputs from the responsible technical, procurement, financial, environmental and social specialists prior to submission for approval;
  • Coordinate the preparation, consolidation and timely submission of Project reports required under the Financing Agreements and by the World Bank, based on inputs provided by the responsible PIU specialists;
  • Coordinate preparation for the Mid-Term Review of the Project in late 2026 and any resulting actions;
  • Coordinate and contribute to the preparation of the Project Implementation Completion Report and other Project completion documentation, when required during the assignment;
  • Coordinate the preparation of Project management, Project Working Group and World Bank mission meetings, including agendas, decision materials, action points and follow-up on agreed actions;
  • Analyze the status of Project implementation, identify risks, issues, delays and implementation bottlenecks, propose corrective actions, monitor their follow-up and promptly escalate matters requiring management decisions to the MoH;
  • Monitor and coordinate, at Project level, the implementation of contracts with consultants, suppliers and contractors, including progress, deadlines, dependencies and matters requiring Client action;
  • Coordinate the review and updating of the Project Operating Manual and Project Implementation Plan when required by Project implementation needs, the Financing Agreements or the World Bank;
  • Coordinate the work of PIU personnel, assign and follow up on operational actions within their respective contractual responsibilities, facilitate cooperation across functions and ensure timely completion of agreed Project tasks;
  • Coordinate the preparation and follow-up of World Bank implementation support and review missions, including preparation of requested information, stakeholder meetings, agreed actions and monitoring of their implementation;
  • Coordinate the assessment of proposed changes affecting Project scope, activities, beneficiaries, timelines or budget, document their implications and submit matters requiring formal approval to the competent MoH bodies and/or the World Bank, as applicable.
  • Coordinate Project closing and completion activities, including contract closure, record management, final reporting, completion documentation and follow-up of outstanding actions.

        Consultant qualifications:

The following requirements are established for the Project Coordinator:

  • University degree in public administration, management, economics, finance, law, health, engineering or another field relevant to the assignment;
  • At least three (3) years of practical experience working in or with the public sector;
  • At least five (5) years of relevant professional experience in project or programme management, including coordination of multidisciplinary teams, work plans, budgets, implementation monitoring and reporting;
  • Knowledge of health sector policies, institutional arrangements and ongoing reforms in the Republic of Moldova will be considered an advantage;
  • Demonstrated ability to coordinate multidisciplinary teams and communicate effectively with technical and non-technical stakeholders;
  • Experience in implementing projects financed by the World Bank or other international development partners will be considered an advantage;
  • Experience in coordinating projects of comparable complexity involving multiple stakeholders, investment activities and multidisciplinary teams will be considered an advantage;
  • Strong analytical, planning, coordination and report-writing skills;
  • Professional proficiency in Romanian and English languages.

This is a full-time assignment for an initial period of twelve (12) months. The contract may be extended subject to satisfactory performance by the Project Coordinator, continued Project needs, availability of financing, mutual agreement of the Parties and the World Bank’s no objection, where applicable, up to the Project closing date - December 31, 2029.
