
GIZ is looking for an Advisor on Commission and Donor Compliance for its project “Strong Public Services for Local Communities in Moldova”, which is financed by the German Government and cofinanced by EU.
This position is planned to start in September 2026 and will last until March 2029. The permanent workplace for this position is Chișinău.
The project aims to improve citizens’ living conditions by supporting the reform of local public administration in Moldova and key transformation processes, including EU accession and contributing to social cohesion and confidence building in Moldova on both sides of the Dniester.
The core responsibilities of the advisor are to provide strategic coordination between project management and technical implementation while ensuring full alignment with contractual, administrative and donor requirements, to advise project leadership on European Commission and commissioning party requirements, support project governance and decision-making, and ensure that contractual obligations, compliance, reporting and implementation processes are effectively coordinated across all project functions. Working closely with technical, finance, procurement, monitoring and administrative teams, the advisor will contribute to the successful, compliant and audit-ready delivery of the project.
The main activities and responsibilities covered by this position are as follows:
- Coordinate the interface between project management, technical implementation and support functions to ensure that project activities are effectively aligned with contractual obligations, donor requirements and organisational procedures.Review and interpret contractual provisions, commission documents, donor agreements and contractual modifications, and translate them into practical requirements and guidance for the project team.
- Coordinate and ensure the integration of contractual, financial, procurement, monitoring and reporting requirements into project planning, implementation and quality assurance processes.
- Establish and maintain contract and commission monitoring tools that track obligations, deliverables, milestones, indicators, budgets, reporting deadlines, risks and agreed follow-up actions.
- Ensure the availability of complete, structured and audit-ready documentation, including evidence of compliance with contractual obligations, management decisions, approvals, implementation processes, deliverables and reported results.Monitor compliance with the rules of the German Government, the European Union and other donors, as well as applicable internal procedures; identify deviations and compliance risks at an early stage
- Facilitate effective coordination and communication between technical, finance, procurement, monitoring, communication and administrative teams to ensure coherent project implementation and timely resolution of cross-cutting issues
- Coordinate and support audits, evaluations, monitoring missions and donor reviews, ensuring the timely preparation of documentation, follow-up of recommendations and implementation of corrective actions

Contribute to the continuous improvement of project governance, contract management and compliance processes by promoting good practices, lessons learned and effective coordination mechanisms across the project.
Required qualifications:
- Master’s degree or equivalent qualification in Public Administration, Law, Economics, Business Administration, International Development, Project Management or a related discipline
- 10 years of relevant professional experience in international development cooperation, contract or commission management, compliance, project administration or a comparable field
- Proven experience coordinating technical implementation with administrative, financial, procurement and contractual requirements in donor-funded projects.
- Sound knowledge of contractual, compliance and reporting requirements of the German Government and the European Union; experience with GIZ procedures or EU co-financing will be considered an advantage
- Demonstrated experience in contract monitoring, audit preparation and the maintenance of complete, structured and audit-proof documentation and supporting evidence
- Excellent written and spoken proficiency in English, Romanian; knowledge of German will be considered an advantage
- Strong digital literacy and confident use of standard office applications, spreadsheets, shared filing systems and document-management tools; ability to work accurately under pressure and meet tight deadlines
- Strong organisational, analytical and communication skills, a high level of integrity and reliability, and the ability to work effectively across multidisciplinary teams. Previous professional engagement with GIZ Moldova is an advantage
- Moldovan citizenship or permanent residence status in the Republic of Moldova is required.
