
GIZ is looking for a Communication Specialist with experience in graphic design and photo/video editing, for its project Strong Public Services for Local Communities in Moldova. The project aims to improve citizens’ living conditions by strengthening citizen-centred public service delivery. It combines decentralization approaches with municipal and regional development and supports key transformation processes, including EU accession, the regionalization of services, and territorial administrative reform—while contributing to social cohesion. Commissioning party is the German Federal Ministry for Economic Cooperation and Development (BMZ).
This position is planned to start in August 2026, and last for a 12-month period with the possibility to be extended, based on a successful employment period and project extension. The permanent workplace for this position is in Chisinau.
The Communication Specialist covers the following main responsibilities:
- Strategic Positioning: Contributing to the project's strategic positioning in selected regions by steering all project related PR activities. Establish/coordinate inputs to the communication platforms related to local outreach networks, ensuring cooperation and communication with local stakeholders, through a citizen-oriented approach that highlights how the project contributes to improving the daily lives of Moldovan citizens.
- Communication Planning and Management: Implementing the project's communication and visibility strategy. Increase the visibility and outreach of the project through social media.
- External Communication Management:
Coordinating and managing collaboration with external communication service providers, ensuring the delivery of high-quality services and adherence to project objectives, while integrating the voices and perspectives of Moldovan citizens.
- Quality Assurance of Communication Outputs: Ensuring the quality and consistency of all communication products and outputs. Create and edit all PR related information for various platforms, ensuring alignment with the organization's strategic goals.
- Event Coordination: Managing events and coordinating communication activities to enhance visibility and engagement including management of service provider pools as well as events organised by partners and the project.
- Coordination and Teamwork: Work within the Communication Focal Group (CFG) and use the joint Teams Room for exchange, scheduling network meetings, posting requests, and sharing best practices.
All communication outputs should reflect the citizen-oriented approach, emphasize the tangible benefits for Moldovan citizens, and highlight the accountability and transparency of German and European taxpayer contributions.
Required qualifications:
- Master’s degree in humanitarian sciences, public relations or equivalent professional work experience in the communication / PR areas.
- At least 3 years general work in communication and visibility, preferably within the international development community,
- Experience with the communication and visibility framework of GIZ as well as the EU is an advantage.
- Mandatory professional experience in graphic design, layout, and photo/video editing for digital and print communication products;
- Mandatory proficiency in Canva and Adobe Creative Cloud applications (for example: Adobe Photoshop, Adobe Illustrator, Adobe InDesign, Adobe Premiere Pro and/or Adobe Express) for creating communication materials, visual identities, layouts, infographics, and multimedia content;
- Demonstrated experience in producing graphic design, layout, photography, and video editing products for communication and visibility campaigns using Canva and Adobe Creative Cloud tools,
- High level of sensitivity, eloquence and a confident manner communicating in a political context,
- Excellent knowledge of written and verbal English, Romanian & Russian. German would be an asset,
- Curiosity and willingness to learn,
- Proven ability to identify opportunities and to effectively manage relationships with media representatives, government officials and other GIZ partners,
- Mature initiative, tact and high sense of responsibility,
- Be able to work autonomously and on own initiative while reporting regularly to the line manager,
- Be a team player, supportive of colleagues and able to ask for support when required,
- Excellent interpersonal, organizational and time management skills; ability to interact effectively with all levels of the organization and donor landscape in Moldova,
- Excellent planner and implementer, capable of withstanding pressure and meeting tight deadlines,
- Excellent computer skills (MS Office, Outlook, Internet and other),
- Willing and able to travel inside the country for event support, when needed,
- Moldovan citizenship or permanent residence status in the Republic of Moldova.
