
GIZ is looking for a Finance Manager for the Country Office Moldova, SoKo Unit.
This position is expected to start in August 2026 for a 12-month period, with the possibility of extension.The permanent workplace for this position is in Chisinau.
The primary role of the Finance Manager is to ensure the full compliance of financial administration, manage project budgets and provide strategic financial guidance to project teams throughout the project lifecycle.
The core tasks covered by this position are as follows:
- oversee and ensure the full compliance of financial administration in accordance with GIZ standard procedures and rules, and local legislation in force;
- contribute to and oversee the financial aspects of project offer preparation, ensuring financial integration, providing quality assurance and support the financial adaptation and reporting;
- accurately prepare, monitor, and report on co-financing budgets, ensuring full compliance with specific donor requirements throughout the project lifecycle;
- provide strategic financial guidance and support to project teams in planning, budgeting, expenditure monitoring and reporting to ensure financial integrity, transparency and effective management across all project phases;
- coordinate internal controls and facilitate external and internal audits, including preparing the documentation, resolving audit findings, and enhancing compliance frameworks;
- maintaining comprehensive financial documentation and records, both digital and physical, in accordance with data protection regulations and GIZ’s document management systems;
- solve problems that arise in own area of responsibility based on existing rules;
- perform general administrative financial functions.
Main activities to be carried out under this position are:
Budget Management
- develop comprehensive budgets for new projects, ensuring the alignment with the project objectives;
- develop, plan and integrate co-financing budgets in accordance with donor agreements and requirements and GIZ financial regulations;
- ensure accurate recording and inclusion of preliminary costs in offer calculations; collaboration with relevant operational units;
- support the officer responsible for the commission (AV) in assuring quality of the offer's financial components and compliance with donor requirements;
- manage the financial implications for modification offers, including the preparation and submission of revised financial proposals;
- collaborate with project teams and other relevant units to define budget parameters, allocate resources effectively, and establish clear financial frameworks;
Budget planning, monitoring and control
- support projects with annual cashflow planning process and regular expenditure monitoring to meet the forecasted values;
- monitor the use of international donors' funds, prepare and submit co-financing calls for disbursement, verifying supporting documentation and adherence to contractual terms and donor guidelines;
- implement systems for ongoing monitoring of project budgets, including co-financing components;
- monitor budgetary allocations and expenditures to ensure optimal resource allocation and compliance with financial regulations and procedures throughout the project lifecycle;
- conduct thorough analysis, identify financial risks, and advise project management on necessary adjustments and corrective actions to maintain budgetary discipline;
- identify opportunities for cost savings and efficiency within project expenditures, advising project teams on prudent financial management.
Financial reporting and compliance
- prepare and submit accurate, timely and comprehensive financial reports in compliance with organizational and donor requirements;
- ensure accurate and timely financial reporting for internal and external stakeholders;
- maintain organized and complete financial records and documentation for audits and reviews, ensuring proper filing and archiving in accordance with GIZ guidelines and data protection policies;
- support internal and external audit processes by preparing necessary documentation, providing explanations, and facilitating the audit review, ensuring timely implementation of audit recommendations;
- ensure strict adherence to GIZ financial rules and regulations, donor requirements, national accounting standards and tax legislation;
- actively contribute to strengthening internal control system and identify areas for process improvement;
- advise project teams on internal control standards and procedures to strengthen the internal control environment and promote financial accountability and transparency across the project.
Other Duties
- offer proactive financial advice to project teams on budget management, cost implications, financial procedures, and compliance matters;
- contribute to process improvement initiatives and institutional learning by providing feedback, sharing best practices, and participating in cross-functional working groups or task forces as needed;
- support the development and implementation of financial policies and procedures;
- provide support in preparing and delivering sessions for non-finance staff on GIZ financial guidelines, budgeting tools, reporting requirements, and best practices in financial management;
- collaborate effectively with procurement, administration, and project teams to ensure integrated and efficient financial processes.
Qualifications and specialist knowledge
Qualifications
- BA and/or master's degree in economics, Business Administration or related field.
Professional experience
- 3-5 years general work experience involving financial and administrative management and contract/financing processing;
- a minimum of 3 years’ experience in payments verification and processing;
- previous experience with similar international organizations and accounting systems would be an advantage.

- Fluent written and spoken English and Romanian; Russian or German would be an asset;
- excellent computer skills (MS Office, Outlook, Internet and other), knowledge of SAP system;
- confidential handling of financial information;
- Moldovan citizenship or holding permanent resident status in Moldova.
